What we are looking for:
Sensis has an immediate opening for a Contracting Officer to provide on-site technical assistance in support of a Maryland Aviation Administration (MAA) contract. The successful candidate will be a mid-level professional with experience in business administration – experience with contracting is a plus – who is a self-starter, can work collaboratively and independently, and is comfortable being a main point of contact for clients.
What you’ll be doing:
- Work onsite with clients 2-3 days per week.
- Lead day-to-day support for a variety of administrative functions and contracting needs related to the Commercial Facilities and Business Planning Services at BWI Marshall and Martin State Airports.
- Draft correspondence, summary reports, etc. related to various contracts pertaining to Commercial Facilities and Business Planning Services at these airports (e.g., parking lot use, passenger concierge services, ground transportation agreements).
- Process contract inquiries, license applications, technical proposals, and business plans used to determine companies’ eligibility for agreement/contract awards.
- Support development of budgets, solicitation schedules, award periods, and terms and conditions for non-standard contracts.
- Develop Standard Operating Procedures to document internal processes.
- Confirm each contractor/licensee maintains compliance with established administrative and financial policies, insurance requirements, operational procedures, and sound business practices throughout the term.
- Prior to issuance, verify each contractor/licensee with the Maryland State Department of Assessments and Taxation to ensure it is registered to do business and in good standing with the State of Maryland.
- Clearly communicate to prospective tenants, license applicants, and grantees pertinent operational, safety, financial, and management issues relevant to their applications, including guidance on contract requirements, current state and federal regulations, policies, and procedures related to the proposed operations under a contract.
- Draft reports and memos, tables and graphs, and PowerPoint presentations used to present proposals, evaluations, and financial reports to the executive management team.
- Stay up to date on county, state, and federal regulations applicable to active and prospective contracts through research.
- Utilize databases and programs to monitor draft contracts through concurrence review, issuance, and post-award lifecycle; track available space in facilities and parking lots; track activity reports and contract requirements; report new contracts to county-specific tax review.
- Interface between OCM SMEs and other MAA or external personnel to resolve issues/answer questions/etc.
What you’ll bring along:
- Preferred bachelor’s degree in accounting, economics, finance, management, communications, or legal studies
- Prior experience in a corporate/government setting where you’ve demonstrated expertise in communications, business administration, or a related field
