What are the responsibilities and job description for the Flagman/Track General Helper (1273) position at SEPTA?
OVERALL DESCRIPTION
Must be proficient in NORAC Operating Rules and Physical Characteristics (PC) of Authority track right of way and sidings. Must be capable of directing SEPTA and outside contractors’ activities to ensure that SEPTA safety rules are complied with by contractors and Authority employees; and, this is to ensure the safe passage of trains and equipment through work areas as required. Must be capable of performing all the duties of a Track General Helper (TGH).
SPECIFIC RESPONSIBILITIES
- Works as a TGH when required.
- Works as necessary pursuant to SEPTA and various contractor hours and relief days.
- Works from various locations; at SEPTA or contractors' headquarters when needed.
- Must be qualified on NORAC Operating Rules and Roadway Worker Rules and Physical Characteristics and demonstrate proficiency of same. Must maintain and carry all appropriate books and notices.
- Must be able to communicate with SEPTA staff and various outside contractors to ensure Authority Rules and Regulations are complied with. Directs activities of SEPTA and contractors' employees to ensure the safety of Authority property and employees in compliance with Rules of the Authority.
- Observes SEPTA and contractors work to ensure that safe practices are adhered to in compliance with Authority and Safety Operating Rules and Regulations.
- Writes and executes NORAC Form D and SEPTA Form O and Job Briefing forms as required. Places all appropriate stop signs in accordance with NORAC Operating Rules as required.
- Works from both written, verbal and Radio or Telephone instructions as applicable.
- Submits daily forms of work completed as required.
- Notifies Transportation Department of the Authority in case of emergency. When practical, initiates corrective action to ensure the safety of passengers, employees and Authority property.
ADDITIONAL SPECIFIC RESPONSIBILITIES
QUALIFICATIONS AND EXPERIENCE
- Employees appointed to the position need to have leadership abilities, be self-starters and must work well independently.
- Employees will be required to possess the minimum Physical Characteristics required prior to being officially promoted to the position permanently.
- Employees must be NORAC qualified and PC qualified on 100% of SEPTA operating territory prior to being permanently promoted to the position; 50% qualification must be completed within 6 months of job award.
- Must satisfactorily complete all qualification tests as follows: NORAC Operating Rules; Roadway Worker Rules and Physical Characteristics to a minimum of 50% qualified on SEPTA operated territory within 6 months, to include former Reading territory, former Pennsylvania Railroad territory, and a minimum of one interlocking system on either former Reading or Pennsylvania Railroad territory.
- Must have knowledge of SEPTA General and Departmental Rules and Regulations. Must satisfactorily complete physical examination. This job requires use of all limbs, good eyesight, good hearing, and agility, heavy lifting.
