As the Configuration Management Specialist (Submarine) located in Washington, D.C. you will assist and advise the Director of Submarine In-Service Logistics Management and Product Support (SEA 07L), work across the In-Service SSBN (PMS 396), In-Service SSN (PMS 392) and Maritime Industrial Base (MIB). Serco supports the US Navy as a prime for their Team Submarine contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.
In this role, you will:
- Support Configuration Management (CM) Program audits, supportability assessment reviews, technical reviews, and evaluate documentation for impacts to logistics and life-cycle logistics support.
- Monitor, document, and track Configuration Status Accounting (CSA) and logistics in-service submarine platforms metrics, processes, and procedures.
- Participate and support Diminishing Manufacturing Sources and Material Shortages (DMSMS) and Obsolescence Management IPTs/WGs advising on incorporation of CM processes that relate to issues or cases from the IPTs/WGs
- Support the Reliability Control Board (RCB), Sustainment IPT, Reliability Centered Maintenance (RCM) workshops and provisioning conferences advising on CM impacts and recommending CM processing actions
- Support of HM&E and applicable NPES systems, subsystems, equipment, and component configuration changes and facilitate CM processes per applicable Program Office Configuration Management Plans (CMP)
- Conduct administrative review and analysis of change proposals, design improvement proposals, drawing changes, technical manual development, and lifecycle supportability/sustainment considerations to ensure compliance with applicable Program Office CMP requirements.
- Provide review and analysis of risk mitigation issues with respect to new design proposals resulting from Reduction of Total Ownership Cost initiatives.
- Coordinate with in-service submarine platform key product support providers to identify, track and resolve CM and ILS product deficiencies.
- Coordinate and facilitate CM meetings and Configuration Review/Control Boards, record meeting minutes, develop presentations, track action items/milestones, and provide CM processing support
- Assess and provide quality assurance feedback with CM documentation and processes, draft instructions, standard operating procedures, and maintain CM product deliverables to include status reports, Engineering Change Directives/Actions Letters, and CM processing metrics.
- Conduct Configuration Management Gatekeeper administrative duties using designated Configuration Management software application, including Engineering Change Proposal Review, ECP processing workflow management, Problem Report (help desk) submissions, support Originators with ECP development, and new user account generation.
- Update, Revise, Coordinate review and approval of revised Configuration Management documentation.
Qualifications
To be successful in this role, you will have:
- An Active or Current Interim Secret Clearance
- US Citizenship
- Bachelor’s degree
- High School Diploma/GED and 4 additional years of experience will be considered in lieu of a Bachelor's Degree.
- 5 years of experience (Experience with Navy acquisition and/or In-Service Programs highly preferred)
- Knowledge of configuration management and modernization/alteration ILS processes and tools.
- Ability to research, analyze and synthesize data for senior leader review as required.
- Strong customer, interpersonal and organizational level communication (written and verbal).
- Ability to excel in a fast paced environment.
- Proficiency with Microsoft Office Suite programs, to include Word, Excel and PowerPoint.
- Proficient written communication skills (e.g., drafting program impact statements and Congressional Appeals)
- Experience leading a project and interfacing with an end item customer.
- Ability to travel 10% of the time.
Additional desired experience and skills:
- An Active or Current Secret Clearance
- Active-Duty experience in submarine service is highly desired.

In compliance with the District of Columbia’s Equal Pay for Equal Work Act, the salary range for this role is $86,539.03 to $140,624.86; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
