SUMMARY:  Primary duties will include on-site assessments, and overall assistance in becoming a certified TRS facility, to early childhood facilities located in the Concho Valley Workforce Board Area. Additional duties include ongoing guidance and monitoring, training, and travel with the Concho Valley Board Area. An assessor is a designated staff member who assesses and monitors providers that obtain, maintain, and achieve higher levels of quality.

Duties and Responsibilities

Adheres to the mission of SERCO.

  • Work with Child care management to support the management of project expenditures.
  • Attend and complete all CLI training.
  • Facilitate ongoing professional development as required for the implementation of the project
  • Participate in training opportunities that may require videotaping of coaching practices and interactions with teachers in the classroom 
  • Support teachers with the implementation of instructional strategies 
  • Provide Child Care Solutions Managers detailing results of on-site visits (i.e., achievements and challenges).
  • Responsible for coordination and implementation of all TRS provider-related activity within the required timeframes which include, but are not limited to, assessments, reassessments, technical assistance, renewals, monitoring visits, and required paperwork.
  • Assist teachers in understanding progress by monitoring data reports and providing classroom
  • Attend and participate in required conference calls hosted by PLC from CLI, including collaborative peer viewing and discussion of own video-recorded coaching practices for mentors and assessors
  • Recruit childcare providers to become Texas Rising Star 
  • Assist in ordering materials and resources as needed for the TRS program
  • Maintains and updates Texas Rising Star Files.
  • Maintains the Texas Rising Star information updated in the TWIST Application and the Child Care Provider Database (Provider Listing)
  • Plan and coordinate Early Childhood Training to improve the quality of child care.
  • Negotiate, issue, and ensure compliance with Service Improvement Agreement (SIA) as necessary.
  • Facilitates and provides guidance for developmentally appropriate learning activities to Child Care Providers.
  • Interprets and communicates provider policies and procedures information, as needed.
  • Completes and routes the TRS Provider Activity Report to include a list of children within 24 hours of action taken, which may assist in the same capacity for non-TRS Providers.
  • Validates that CCS staff have taken timely and appropriate action after issuance of TRS Provider Activity Report(s).
  • Observes and follow through with all required timeframes.
  • Maintains a professional work area.
  • Provides excellent customer service.
  • Participates in community events as required. Travel is required to carry out assigned functions

DESIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Working knowledge of Texas Rising Star Regulations, Chapter 809, Child Care guide,  WIOA, TWC rules, HB 1863, and other applicable legislation affecting the workforce development system.
  • Bilingual preferred (English/Spanish).

EDUCATION AND EXPERIENCE:

 Bachelor’s degree from an accredited four-year college or university in early childhood education, child development, special education, child psychology, educational psychology, elementary education, or family consumer science;

  1.   Bachelor’s degree from an accredited four-year college or university with at least 18 credit hours in early childhood education, child development, special education, child psychology, educational psychology, elementary education, or family consumer science with at least 12 credit hours in child development; or
  •   Associate’s degree in early childhood education, child development, special education, child psychology, educational psychology, elementary education, or family consumer science with two years of experience as a director in an early childhood program, with preference given to experience with a provider that is accredited or TRS certified

*TWC may grant a waiver of no more than two years to obtain the minimum education requirements outlined in this section if a Board can demonstrate that no applicants in its local workforce development area meet the minimum education requirements.

Minimum Work Experience

  1. One year of full-time early childhood classroom experience in child care, Early Head Start, Head Start, or prekindergarten through third-grade school program

Demonstrated Knowledge

  1.  Best practices in early childhood education
  2. Understanding of early childhood evaluations, observations, and assessments for both teachers and children  
  3. ITERS, ECERS-R, FCERS, TBRS, CLASS, or other assessment tools

SPECIAL REQUIREMENTS:

  • Must possess and provide a valid Texas Driver’s License and Automobile Liability Insurance as required by the State of Texas.
  • Must have access to reliable transportation in order to travel within the service area.
  • Complete the Texas Rising Star standards training, as described in the Texas Rising Star guidelines
  • Meet the background check requirement consistent with 40 TAC, Chapter 745
  • Assessors must attain and maintain the Texas Rising Star Assessor Certification, as described in the Texas Rising Star guidelines.

    • PHYSICAL DEMANDS:  While performing duties of the job, the employee is occasionally required to stand; walk; sit; for long periods of time. The employee must be able to drive for extended periods of time. Employees must occasionally lift and /or move up to 25 pounds and must be able to set up a display area.
    • WORK ENVIRONMENT: Fast-paced, demanding physically and mentally, will be in constant communication.
