SUMMARY: Analyzes operations of all SERCO Child Care operations and facilitates qualitative and quantitative improvement. Identifies, develops and applies resources to achieve goals. Provides financial support services to executive staff in a Child Care contract. Responsibilities Include monitoring, forecasting, and database management.

 

DUTIES AND RESPONSIBILITIES:

 

1. Adheres to the mission of SERCO.

 2. Maintains working knowledge of the statement of work, performance payment conditions, and performance goals. Facilitates compliance with contract provisions for each funding source.

 

3. Assists in evaluating current procedures and practices for accomplishing program objectives. Develops and implements alternative methods for improvement of goals and objectives.

 4. Works with program operations team to establish standards of excellence using qualitative and quantitative methods.

 5. Identifies best practices in centers operated by SERCO and communicates findings to SERCO management as well as throughout the SERCO network.

 6. Implements prescribed program-related procedures.

 7.Identifies problem areas and service gaps.

 8. Identifies and may prepare reports to program manager on areas that need improvement.

 9. Interprets policies and procedures.  Makes recommendations to management on policy and procedures changes.

 10. Determines attainment of goals and develops corrective action plans for Child Care operations, when appropriate.

 11. Provides step-by-step written and oral guidance for achievement of excellence in the selected areas.

 12. Conducts or arranges on-site training as needed.

 13. Identifies and develops resources to be used for support operations. Ensures that reliable resources and information is disseminated to staff.

14. Conducts follow-up in alignment with established benchmarks for each project. Determines attainment of goals and develops additional action plans when appropriate.

 15. Submits site and weekly reports in support of Child Care program operations goals and objectives. Assists in compiling reports.

 16. Conducts follow-up alignment with established benchmarks.

 

17. Performs other work-related duties as assigned.

 

 

DESIRED KNOWLEDGE, SKILLS AND ABILITIES:

 

1. Excellent oral and written communications skills. Bilingual preferred (English/Spanish).

 2. Excellent basic math skills.

 3. Knowledgeable of Workforce Excellence Board and/or Malcolm Baldridge Award principles and standards.

 4. Knowledge of relevant federal, state and local regulations affecting Child Care Services operations.

 5. Knowledgeable of business practices, administrative procedures and personnel development.

 6. Knowledge of computer software, data systems and program reporting.

 7. Extensive knowledge of Child Care, TWC and workforce related program.

 8. Must be able to travel within the service area

 

EDUCATION AND EXPERIENCE:

 •       Related 4 – year degree from an accredited college/university (preferred)

•        Ability to work independently and effectively in a fast paced environment

•         Ability to interpret and explain policies and procedures to diverse clientele.

•          Demonstrates leadership and coaching influence with their colleagues

 

 

SPECIAL REQUIREMENTS:

 

1. Must possess and provide a valid Texas Driver’s License and Automobile Liability Insurance as required by the State of Texas.

2. Must have access to reliable transportation in order to travel within service area.

1. PHYSICAL DEMANDS: While performing duties of the job, employee is occasionally required to stand; walk; sit; for long periods of time. Employee must be able to drive for extended periods of time. Employees must occasionally lift and /or move up to 25 pounds, must be able to set up display area.

 

 2. WORK ENVIRONMENT: Fast paced, demanding physically and mentally, will be in constant communications.
