Job Summary:
The Executive Director will serve as the Chief Administration Officer and is responsible for demonstrating leadership in an organization, implementation of maintenance of services as directed by PA State Department of Health and the Seven Mountains EMS Council (SMEMSC) Board of Directors
Duties:
- Promote and advocate for the regional EMS system, regional EMS agencies, hospitals, and other stakeholders.
- Ensure compliance with all municipal, state, and federal regulations as they apply to the provision of emergency medical services (hereafter referred to as "EMS") and corporate affairs.
- Assure SMEMSC delivers program activities and related services in accordance with the terms and conditions of contracts, agreements, or grants between SMEMSC and the Commonwealth of Pennsylvania.
- Assure compliance with Pennsylvania law, specifically the responsibilities assigned to the regional EMS council in the EMS Act.
- Shall develop and annually update the Regional EMS system plan for coordinating, maintaining, and improving the delivery of EMS in the region, as directed by the council.
- Supervise and manage all staff members
- In conjunction with the Board of Directors, develop an annual operating budget.
- Responsible for the day-to-day oversight of all company and Department of Health assigned assets.
- Manage the Emergency Medical Services Operating Fund (EMSOF) equipment and project grant program.
- In conjunction with the SMEMSC Medical Director(s), assure completion of prescribed responsibilities and work as defined by contract(s) and state law.
- Upon request of the Bureau of EMS and approval of the Board of Directors, respond to large-scale incidents to provide support and assistance with local or regional unmet needs.
- Upon request and approval of the Board of Directors, provide support and assistance to EMS
agencies with unmet needs arising from unusual circumstances.
- Support and assist EMS agencies in the development of response plans for special events or large-scale incidents.
- Support and participate in SMEMSC committee meetings.
- Maintain frequent in person contact and communication with stakeholders, including EMS agencies, EMS providers, governmental administrators, etc.
- Maintain confidentiality and integrity in all company functions
· Responsible for budget development and execution as well as establishing policies and procedures to ensure the accuracy and accountability of the day- to-day financial data input including but not limited to categorizing accounts payable and accounts receivable.
Qualifications: The candidate shall have a BS or BA with a major emphasis in EMS business management or healthcare administration, and three years of direct business leadership. His/her experience should include; budget development, financial accounting, staff supervision, and excellent communication and interpersonal skills.
In lieu of a BS or BA degree, the candidate may have an associate degree, or equivalent experience, in business management and five years of direct leadership of a business. His/her experience should include; budget development, financial accounting, staff supervision, and excellent communication and interpersonal skills.
This person needs to be an EMT, Paramedic, or higher certification.
In all cases, Emergency Medical Service experience is preferred.
Salary range: $85,000-$90,000
