JOB DESCRIPTION

This is semi-skilled manual work performing general labor functions, frequently of a repetitive nature. The duties require physical exertion and the ability to perform heavy physical labor efficiently. Work involves manipulative ability in the use of manual tools on routine tasks and in the use of small power-operated tools. The duties range over a wide variety of municipal activities, including, but not limited to light and heavy physical labor, indoor and outdoor work, working alone and/or in groups depending on the location and nature of the assignment. Work is performed during regularly scheduled hours (Monday through Friday from 6:00 a.m. – 2:00 p.m. or 7:00 a.m. – 3:00 p.m.), but often involves additional hours as needed, with possible shift variations evenings, weekends or holidays.

A Public Works Operator/Laborer is responsible for the operation of a variety of construction and maintenance equipment and for performing manual labor activities as needed and/or required by the Public Works Department. Although road maintenance is the most common type of work performed, Operator/Laborers in this position class also work in park maintenance, and in other related areas. The Laborer will be directed by the Assistant Director of Public Works. If they are not available, the Laborer will report to the Director of Public Works or directly to the Borough Manager.

All duties are to be performed on site.

Job Requirements:

· A valid Pennsylvania State driver's license is required as well as knowledge and ability to operate Borough owned vehicles and equipment, such as dump trucks, backhoe, snowplows, salt spreaders, power tools, chain saws, air compressors, etc.

· The ability to understand and follow written and oral instructions and work independently is required.

· The ability to perform heavy manual labor, including lifting heavy objects and working in all types of weather conditions.

· Safety procedures and practices are required, as well as wearing safety equipment.

· A good working relationship with coworkers and the general public is a necessity.

· Respond to after-hour emergency calls as determined by Director of Public Works.

Essential Duties:

· The operation of Borough-owned vehicles, such as pick-up trucks, backhoe, street sweeper, dump trucks, salt spreaders, snowplows, etc.

· The operation of power tools and equipment, such as lawn mowers, chain saws, air compressors, etc. when required.

· Inspect and repair equipment and keep the interior/exterior of equipment clean as required by department procedures.

· Make repairs to Borough roads, curbs and sidewalks.

· Mow grass, prune trees and hedges, and plant flowers and trees as required.

· Work with concrete.

· Must be available to work Borough events.

· Clean Borough offices, garage areas and park facilities.

· Clean up litter and empty trash cans.

· Maintain and repair storm sewers.

· Maintain and repair shelter restrooms if requested.

· Sweeping and clean-up of debris and materials from the roads

· Snow and ice removal, including manual shoveling of snow.

· Close parks during unsafe conditions.

· Working shift work, nights or weekends as needed.

· Assist Parks and Recreation Laborers on big projects or emergencies.

· When assigned, work with Parks and Recreation Laborers to complete projects in a timely manner.

· Perform regular maintenance checks on equipment and advise if anything is broken or needs repair.

· Attend training seminars as required

· Follow employee handbook.

· Other jobs may be assigned by the Director of Public Works or directly by the Borough Manager.

· Have a positive attitude and treat the public with respect.

· All other duties as assigned.

QUALIFICATIONS

Education and Experience:

· Graduate from a high school or GED; and

· Minimum of five (5) years’ experience in street, road maintenance and repairs, or related activities.

Necessary Knowledge, Skills and Abilities:

· Knowledge of heavy-equipment operating principles; working knowledge of the methods, materials, tools and practices used in street and utility maintenance work; knowledge of the traffic laws of the Commonwealth of Pennsylvania; working knowledge of occupational hazards and applicable safety practices and procedures common to heavy equipment operation.

· Skill in the use and care of the listed tools and equipment, including under adverse weather conditions.

· Ability to drive and operate a variety of equipment in varying weather conditions; ability to follow and transmit written and oral instructions; ability to read, write, and understand the English language; ability to meet the attendance requirements of the position.

· Must possess ability to understand and follow oral and written instructions.

· Must be able to meet physical and mental demands of the job.

· Must practice good interpersonal skills.

· Must possess knowledge of materials, equipment, methods and practices used in road and drainage maintenance operations.

SPECIAL REQUIREMENTS

Must possess a valid state driver's license prior and during tenure of employment in this position.

TOOLS AND EQUIPMENT USED

All equipment utilized in Sewickley Borough, including pick-up truck; dump truck; any backhoe; roller; bobcat; snowplow; phone; hand tools; mobile two-way radio.

PHYSICAL DEMANDS

· The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this position.

· Work is performed primarily in outdoor locations. Hand-eye coordination is necessary to operate listed tools and equipment.

· While performing the duties of this job, the employee is frequently required to stand, sit, walk, talk or hear, and use hands to finger, handle, feel or operate objects, tools or controls. The employee is occasionally required to reach with hands and arms; stoop, kneel, crouch, or crawl; and climb and balance. Ability to move freely about the municipal buildings and/or grounds.

· The employee must frequently lift and/or move up to 50 pounds, and occasionally lift and/or move objects up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

· The employee will encounter frequent standing, sitting occasionally, walking, twisting, bending required to perform normal duties of the job.

While performing the duties of this job, the employee frequently works in outside weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to vibration. The employee is occasionally exposed to fumes or airborne particles.

The noise level in the work environment is usually loud, due to the operation of work equipment or the presence of heavy traffic.
