The Lake Region Lakes Management District (LRLMD) Office is located in Winter Haven and operations include areas in both the cities of Winter Haven and Lake Alfred, Florida. The Winter Haven area is part of a high-growth, business friendly community surrounded by million people within 100 miles that is rapidly becoming an important destination for new businesses and residents. More than 57,000 people call Winter Haven home, taking advantage of its year-round recreation climate and central location. Winter Haven is known as the “Chain of Lakes City” with 24 canal-connected lakes, operated and maintained by the LRLM District. With numerous lakes, there is a multitude of freshwater opportunities for both residents and visitors.
The Organization
The Lake Region Lakes Management District (LRLMD) is an independent special taxing district established in 1919 to protect water quality, provide safe and convenient navigation, construct launching basins, control lake pests, construct and maintain navigation and drainage canals, aid in flood control and lake level management, and all other things necessary and proper for the general convenience and safety of those using the lakes and canals. The LRLMD is governed by three Commissioners, elected by the voters within the District’s boundaries.
The Position
The District Manager reports to the LRLMD Board and serves as the administrative head of the District, providing direction and general management for the administration and oversight of the agency’s affairs and operations. The position is expected to exercise considerable independent professional expertise and judgment in solving problems through the application of LRLMD financial & administrative policies and practices.
Qualifications and Experience
The District Manager position requires a bachelor’s degree (master’s preferred) from an accredited college or university in public or business administration, civil engineering, or related field coupled with a minimum of four (4) years’ supervisory experience. Candidates with city/county public works, stormwater/drainage and/or lakes & streams management, parks & recreation, conservation, special district administration, construction, and/or agriculture backgrounds are encouraged to apply. The ideal candidate will have experience working with a policy board, have the demonstrated ability to lead a special district in its programs, projects, and services, coupled with the financial vision, skill, and ability to successfully manage a tax supported public agency. Residency is not required; however, ideally the District Manager will reside within the Greater Winter Haven area for ease of access to district operations.
Compensation and Benefits
The LMLRD offers a competitive starting salary range of $130,000 - $160,000 depending on qualifications and experience. The District provides fully paid medical insurance to its employees (50% premium costs for dependents/family), with voluntary participation in dental and vision plans at group rates, and term life insurance. Other benefits include vacation, sick and holiday pay, as well as a cell phone, computer, and work vehicle provided by the organization. Retirement is provided by a district-sponsored profit-sharing plan with employer contributions of 15% of gross salary, with no required employee match and vesting earned at 20% for each year of service.
