POSITION: Human Resources Analyst
Purpose Statement
The job of Human Resources Analyst is done for the purpose/s of providing support to the delivery of human resource services with specific responsibility for assisting with all aspects of employee benefits and benefit information; resolving insurance benefit, reporting and reconciliation problems; providing information to new and current employees, providers and/or administrators concerning HR policies; and providing technical support and assistance in the collective bargaining process.
This job reports to the Assigned Administrator/Supervisor.
Essential Functions
- Assists personnel, beneficiaries, JPA and/or insurance providers for the purpose of verifying eligibility, conveying information and processing claims.
- Assists in the development and implementation of personnel polices and procedures for the purpose of monitoring compliance with various laws, rules, codes and regulations related to Human Resources practices and employment.
- Coordinates employee benefit and worker's compensation programs in compliance with carrier contracts (e.g. enrolling new employees, explaining benefit options, organizing benefit fairs, mediating benefit eligibility and payment issues, open enrollment, processing claims, return to work, etc.) for the purpose of ensuring maximum coverage to employees within contract specifications and complying with legal requirements and state statutes.
- Distributes documents (e.g. open enrollment packets, new/change forms, fringe benefit packages, flyers, identification cards, etc.) for the purpose of providing information and proof of insurance coverage/s.
- Identifies needs or problems to be addressed within the County Office for the purpose of providing recommendation and input regarding bargaining unit agreements, Ed Code, Labor Law and other regulations as needed.
- Maintains worker's compensation files and records for the purpose of documenting actions and ensuring compliance with participating COE policies and mandated legal requirements.
- Maintains websites with a variety of benefit information for the purpose of providing employees with current reference information.
- Participates in meetings, workshops and seminars as assigned for the purpose of conveying and/or gathering information required to perform functions.
- Prepares statistical summaries, evaluations, correspondence and reports (e.g. case reserve amounts, cost totals, type/cause of injury, time loss, activity logs, memos, etc.) for the purpose of providing information and/or documenting activities for carriers, internal committees and regulatory agencies.
- Processes a variety of benefit information for the purpose of completing enrollment/changes within program guidelines.
- Provides information to personnel (e.g. payroll, personnel, worker's department, etc.), state agencies and third parties for the purpose of analyzing and interpreting complex rules, regulations, policies, laws and publications.
- Reconciles enrollment forms and billings to employee records (e.g. COBRA, disability, retirement, health, FMLA, etc.) for the purpose of ensuring accurate eligibility and payment information and complying with contract provisions.
- Researches discrepancies between employee, payroll, benefit provider/s, and government agencies for the purpose of ensuring accuracy of records and maximizing eligible payments.
- Resolves conflicts with benefit providers for the purpose of verifying eligibility, conveying information and processing claims.
- Responds to a wide variety of inquiries from personnel and/or carriers (e.g. status of claim, subrogation activities, negotiated agreements interpretations, employment conditions, etc.) for the purpose of resolving issues, facilitating communication among parties and/or providing information or directions.
- Schedules workshop training, information distributions regarding procedures, ergonomic evaluations, etc. for the purpose of addressing workers compensation issues and benefit activities.
Other Functions
- Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Skills, Knowledge and Abilities
SKILLS are required to perform multiple tasks with a potential need to upgrade skills in order to meet changing job conditions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: codes, regulations & laws related to the job functions; concepts of grammar and punctuation; business telephone etiquette; and office equipment and technology.

Working Environment
The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally the job requires 70% sitting, 20% walking, and 10% standing. This job is performed in a generally clean and healthy environment.
Experience Job related experience is required.
Education Bachelor’s degree in job-related area.
Equivalency Any combination equivalent to: bachelor’s degree in human resources, business or public administration, or related field and three years increasingly responsible professional Human Resources experience involving recruitment, selection, examination, position classification, compensation, employee benefits and labor relations functions.
The stated education and experience requirements are the preferred minimum qualifications for this job. However, relevant experience to substitute for the education requirement and relevant education, certificates and/or licenses to substitute for the experience requirement may be allowed.
