ABOUT THE DEPARTMENT
Health and Human Services Agency
The Shasta County Health and Human Services Agency (HHSA) partners with the community to protect and improve the health and wellbeing of Shasta County residents. HHSA is organized into four branches: Behavioral Health & Social Services, Public Health, Economic Mobility, and a centralized Administration Services. HHSA promotes optimal health for all. The frail, the abused, the mentally ill, and those without resources look to HHSA for services and resources to meet their basic needs, and to protect their health and safety.
The Public Health Branch focuses on community-wide prevention of communicable disease, chronic disease, injury, substance abuse, family violence, and lead poisoning. Public Health helps the community develop policies and support community environments that encourage healthy behaviors. It promotes nutrition and physical activity, healthy aging, worksite wellness and healthy communities. Public Health is also where the HHSA’s emergency response unit is headquartered, and its laboratory provides testing services for Shasta and numerous other Northern California counties.
ABOUT THE POSITION
There is currently one vacancy to supervise the Maternal, Child and Adolescent Health Unit. This vacancy will be filled from either the Supervising Public Health Nurse OR a Maternal, Child and Adolescent Health Coordinator classification.
Maternal, Child and Adolescent Health (MCAH) Coordinator: Under general direction of the Public Health Program Manager, plans, organizes, directs, and monitors policies, programs, and other activities that integrate and enhance health services for women, children and families; supervises and directs the work of program staff; utilizes data, evaluation, and best practices to inform programming; fosters relationships and builds synergy to improve the health of the community; represents the Shasta County Health and Human Services Agency - Public Health in community activities relative to Maternal Child and Adolescent Health (MCAH), and performs related work as required.
Supervising Public Health Nurse: Same as above, additionally, provides oversite, supervision, and evaluation of the Public Health Nursing staff; works to provide, interpret, and improve public health services in the absence of the Family Health Program Manager; and perform related work as required.
DISTINGUISHING CHARACTERISTICS
Maternal, Child and Adolescent Health Coordinator: This single position class is distinguished by its overall responsibility for the coordination and administration of the MCAH program, which includes the Comprehensive Perinatal Services Program (CPSP), Prenatal Care Guidance (PCG) program, and improving maternal mental wellbeing and improved pregnancy outcomes.
Supervising Public Health Nurse: Positions in this class are distinguished from Public Health Nurse II positions by having the responsibility for directing Public Health services by providing leadership, responsibility, and supervision for the staff assigned to the team. The current vacancy will supervise the Maternal, Child and Adolescent Health unit.
IDEAL CANDIDATE
The ideal candidate will be skilled in building collaborative relationships and partnerships; fostering cohesive and impactful teams; building synergy to achieve program goals; and managing complex budgets, and adhering to complex policy. The individual must have excellent written and verbal communication skills; an ability to interpret and implement policies and regulations; foster staff development; and be flexible and adaptable. The ideal candidate will have at least three years experience in the field of Public Health and/or MCAH programs, along with a passion for improving health outcomes among women, children, and adolescents. This position must be filled by a Skilled Professional Medical Personnel (SPMP), and will have a California Public Health Nursing Certificate and/or will have a Master’s degree in Public Health.
EXAMPLES OF ESSENTIAL DUTIES
Maternal, Child and Adolescent Health Coordinator: Plans, implements, coordinates, and evaluates programs or care provided to MCAH population; writes, plans, and reports, coordinates data collection procedures, and oversees the compilation of statistics to comply with State MCAH requirements; assesses the capacity of the MCAH system, its providers, and community needs to identify gaps and duplication of programs and services; prepares clear, concise, professional, and timely departmental correspondence, reports, and records; assists in the development and monitoring of assigned program budgets for compliance with applicable State and/or Federal regulations, and assists in the preparation of funding proposals; collaborates with and advocates for programs and activities for MCAH populations by working with individuals, community groups, coalitions and agencies in accord with Departmental policies; develops and/or provides consultation in the development of health education and outreach strategies and materials, media campaigns and media outreach; participates in community or agency task forces or committees as designated by the Health Officer to promote services and assure capacity-building for the MCAH population, provides and promotes interagency collaboration and coordination; directly supervises and coaches staff; fosters team cohesiveness; serves as liaison to MCAH-related state, regional, and/or community groups when so assigned; participates in epidemiologic investigations for control of communicable and chronic diseases affecting the MCAH population; identifies cultural patterns influencing community health practices in the MCAH population, increases access to public health and medical services for MCAH populations; counsels and educates individuals, families, and other human services providers about preventable health problems; builds collaborative relationships to improve community health outcomes; and other duties as assigned.
Supervising Public Health Nurse: Similar to above, additionally, plans, organizes, directs, supervises and evaluates the work of members of the public health nursing team in providing services in clinics, homes, and the community at large (including assisting in hiring, and providing training, motivation, evaluation, and, when needed, assisting in any disciplinary process); plans, organizes and supervises special programs; in collaboration with the Director of Nursing, evaluates effectiveness of current public health nursing policies and practices,; maintains complete records, compiling and using reports and statistics for science-based appraisals, and monitoring health outcomes of target populations; prepares clear and concise reports; provides energetic leadership on activities and policies which impact the health of the community; provides liaison between the Health Department and other individuals, agencies, or organizations; conducts public/group meetings for the purpose of health education and prevention; provides guidance, leadership, and assists in the solution of problem cases encountered by the nursing team; evaluates the effectiveness of public health nursing services and community projects and initiates improvement as appropriate, conferring as needed with the Family Public Health Program Manager and with the Health Officer/Director; collaborates with and advocates for appropriate Maternal, Child, & Adolescent Health population-based services; assists in providing for on-going training and development for members of the team or other Public Health staff as directed; may represent Public Health Department on or before discussion groups, community boards, organizations and public or private groups, as assigned; participates with other Public Health Department divisions and community groups in identifying, developing, and improving needed public health services; and assists in increasing access to public health services for hard-to-reach populations and in improving the cultural competency of the Public Health Department as an organization, and other duties as assigned.

Maternal, Child and Adolescent Health Coordinator:
Knowledge of: Public Health practices as applied to maternal, adolescent, and child health; environmental, sociological, cultural, psychological, and policy issues influencing health; budget and fiscal management and funding sources, particularly for maternal and child health programs; research and best practices for improving maternal, child, and adolescent health and control and prevention of communicable and chronic disease, prevention of abuse, violence, and intentional injuries in the MCAH population; work of other health and social agencies and functions of other professions as related to public health; data collection, analysis, and communication strategies; development and mobilization of community resources and networks; supervision, coaching, and training practices; current literature and trends in the general field of Public Health; and best practices in achieving optimal health outcomes for the MCAH population.

Supervising Public Health Nurse:
Knowledge of: Current Federal, State, and local laws and regulations governing public health; principles and practices of public health nursing as applied in public health practice and preventive medicine, in regards to assessment and planning of individual, family, and community needs; environmental, sociological, and cultural factors which influence individual and community health; principles of supervision, training, education, and team building; work of other social and health agencies and functions of other professions as related to the public health team; basic statistical concepts in public health; and current literature trends in public health and public health nursing;

MINIMUM QUALIFICATIONS

Maternal, Child and Adolescent Health Coordinator:
- Possession of a valid license to practice as a Registered Nurse in California AND possession of a California State Public Health Nursing Certificate, AND three (3) years of experience in the Public Health Nursing field with an emphasis on maternal and child health;
OR
- Possession of a baccalaureate degree from an accredited college or university with a major in a health-related field such as Health Education, Nursing, Public Health Administration, Dietetics, Nutrition, Maternal Child Health, or Health Care Administration, AND a Master’s degree in Public Health (MPH), AND two (2) years’ experience in Public Health/MCAH program coordination;
OR
- Possession of a valid license to practice as a Physician in California, AND Board-specialty certification in Preventive Medicine/Public Health, Pediatrics, Family Practice, or OB/GYN;
AND
- two years’ experience in public health-oriented maternal and child health program coordination or otherwise working with maternal and child health populations. An MPH may be substituted for one year of experience.
Supervising Public Health Nurse:
- minimum of three years of nursing experience comparable to Public Health Nurse II or Public Health Nurse III AND Possession of a Bachelor's degree in Nursing.
SPECIAL REQUIREMENT

- Possession of a valid California driver license.
Supervising Public Health Nurse:
