ABOUT THE POSITION
Under general direction, the Senior Staff Services Analyst plans, directs, evaluates, and participates in the work of administrative and technical support staff responsible for a major staff support services unit; and / or performs or manages the most complex and specialized work for the department; and performs other work as required.
Performs complex fiscal and program audits, analysis and prepares recommendations relating to the status of various department issues and develops solutions and / or directs staff in planning, identifying and analyzing program administration concerns and developing solutions; reviews regulatory materials for program impact and possible review and revision of current systems and procedures; coordinates multi-disciplinary groups from program systems review. Plans, identifies, and analyzes complex needs within the Department.
DISTINGUISHING CHARACTERISTICS
This is either the advanced journey / specialist and / or first level supervisory class in the Staff Services Analyst series. Senior Staff Services Analysts have responsibility for one (1) or both of the following :
Supervising a staff support services unit consisting administrative and technical support staff engaged in personnel and payroll, staff development, fiscal, general administrative, and / or program analysis work. Incumbents have full supervisory / management responsibility in addition to Staff Service Analyst duties; and / or assignment in a medium-sized department as the personnel officer, staff development officer, budget officer, or program analysis manager with department-wide responsibilities; in the smaller departments, is responsible for managing all departmental administrative functions.
The Senior Staff Services Analyst differs from the Staff Services Analyst II in that incumbents in the latter class do not supervise technical staff and other analysts nor are they given the highly specialized assignments consisting of department-wide responsibilities. This class differs from the Staff Services Manager I in that the Senior Staff Services Analyst provides supervision to the staff in the unit while also performing Analyst or specialist duties. The Staff Services Manager has full responsibility for administering and managing multiple major administrative services units or a section of one or two administrative services of a large department.
Assignment can be in any of one the following options : General, Internal Accountability Compliance and Performance / Staff Development, Fiscal, or Program Analysis. In addition to assignment in one of the options, separate minimum qualifications and recruitments are permitted which allow for separate lists for each option that meet the specific needs of the assignment.
IDEAL CANDIDATE
The ideal candidate is organized, self-motivated, and efficiently and effectively manages his or her time amidst competing priorities and tasks. Excellent critical thinking, written, and verbal communication skills are essential. This individual will be skilled in drafting, negotiating, and executing contracts, building rapport with vendors and programs across branches, analyze large amounts of data, and organizing it into a readable format as well as the ability to manage projects with competing priorities involving multiple customers, vendors, or programs simultaneously. The ideal candidate will also have experience reading, researching, and interpreting complex rules and regulations and have data analysis and evaluation experience; the ability to present findings in a manner that is understandable and be skilled at interacting with diverse groups with varied information needs and levels of understanding.
EXAMPLES OF ESSENTIAL DUTIES
Duties may include, but are not limited to, the following :
For All Options : Supervises and participates in the work of a unit of professional, technical, and clerical support staff engaged in the review and analysis of departmental operations, policies, and procedures; assigns, coordinates, schedules, and reviews the work of subordinate staff members; makes recommendations regarding the hiring and disciplining of staff; gathers and studies data regarding department operations; reviews and analyzes organizational studies, policies, procedures, budgetary requirements, personnel management practices, and other aspects of agency operations; prepares reports and makes recommendations on dept. policies, procedures, and operations; reviews and analyzes legislation, state mandated regulations and procedures and relevant court decisions to determine impact on dept. operations; makes recommendations for necessary actions; handles the highly specialized assignments in a medium-sized department such as acting as the personnel officer, staff development officer, budget officer, or program analysis manager with department-wide responsibilities; represents the department in meetings with personnel from other departments and agencies.
In addition to the general duties :
For Personnel Option : Conducts complex recruitments and examinations and / or directs and reviews recruitments and examinations conducted by unit staff, including outreach activities for equal employment opportunity recruitment; conducts complex classification and pay studies, including department wide studies, and / or provides technical guidance to unit staff, including job audits, salary surveys, class specification revisions, and / or new class development; participates in labor relations activities including handling grievances and serving as a team member during negotiations; conducts investigations into a variety of employee and / or consumer complaints, including civil rights complaints.
For Staff Development Option : Determines training and development needs; identifies, develops and coordinates resources for all departmental training and staff development and / or directs and advises unit staff in the area of training and staff development, including workshops, college coursework, training programs, and on-the-job training sessions; conducts and / or directs staff in conducting workshops and training sessions on a variety of topics, including but not limited to technical skills, program areas, supervisory principles, customer service skills, safety, diversity, and sexual harassment prevention training modules.
For Fiscal Option : Performs complex fiscal analysis and prepares recommendations relating to the status of various fund balance projections, fiscal transactions, and related financial activities for assigned department and / or directs and reviews the work of unit staff in performing fiscal analysis and preparing recommendations; develops and / or directs staff involved in the development of the budget or a portion of the budget, including the proper expenditure coding, document preparation, and other financial-related activities. Monitors budget for various units and projects; provides and / or directs staff providing fiscal and accounting oversight, monitoring, and management of contracts, grants, and other funding / expenditure sources.
For Program Analysis Option : Plans, identifies, and analyzes complex program administration problems for a department and develops solutions and / or directs staff in planning, identifying, and analyzing program administration problems and developing solutions; reviews regulatory materials for program impact and possible review and revision of current systems and procedures; coordinates multi-disciplinary groups for program systems review.
TYPICAL QUALIFICATIONS

For Personnel Option : Knowledge of : Principles of public sector personnel administration; principles and methods of position classification, examination administration and development, job analysis, and organization in the public sector; accepted practices to determine job content, evaluate complexity and difficulty of job duties, and identify required skills, knowledge, and abilities; statistical methods used in selection and other personnel programs.

Ability to : Plan, coordinate, and implement training programs; speak effectively and convey ideas clearly while facilitating group discussions and training sessions.
For Fiscal Option : Knowledge of : Budget preparation and control, accounting principles, and elementary statistical methods; methods and procedures of governmental budget preparation and control; financial statement preparation.
Ability to : Perform budget, grant and contract analysis, preparation, and monitoring; analyze and make effective recommendations regarding financial and accounting procedures.
For Program Analysis Option : Knowledge of : Principles, methods, and techniques of community organization and development, program planning and design, grant writing, budget development, and program evaluation; theories, principles, goals, and objectives of public social services; laws, rules, and regulations governing assigned program areas.
Ability to : Apply social service planning principles and techniques to problems and issues; build coalitions among groups with differing needs and objectives; plan and evaluate social service programs.
MINIMUM QUALIFICATIONS
EITHER One (1) year of experience performing duties comparable to the Staff Services Analyst II;
Depending upon the option recruited for : Two (2) years of experience performing a broad range of professional, analytical, and administrative duties in the areas of general administration, personnel, fiscal, staff development, or program analysis work; AND a bachelor’s degree from an accredited college or university.
Note : Education may be substituted with additional applicable work experience, as listed above, on a year for year basis.

- Possession of a valid California driver’s license.
