ABOUT THE DEPARTMENT
Health and Human Services Agency
The Shasta County Health and Human Services Agency (HHSA) partners with communities to protect and improve the health and well-being of Shasta County residents. Established in 2006, the HHSA is organized into four branches: Behavioral Health & Social Services, Public Health, Economic Mobility, with a centralized Administration Services. The HHSA promotes optimal health for all. The frail, the abused, the mentally ill and those without resources look to the HHSA for services and resources to meet their basic needs, and to protect their health and safety. This transformation improves efficiency, avoids unnecessary duplication of effort, encourages collaboration among programs and organizes the HHSA’s services to be more responsive to the needs of the public.
Children’s Services encompass the services that help ensure children are protected and safe. This branch investigates alleged abuse and neglect of children, and it licenses foster and adoptive homes for children who are experiencing traumatic events in their lives. The branch also encompasses children’s mental health and youth alcohol and drug services. This branch also works with juvenile justice and education to coordinate services for clients.
Adult Services focuses on issues that affect people eighteen and older. Adult mental health services include outpatient mental health care, 24-hour crisis stabilization services for people at risk of hospitalization, 24-hour crisis residential services, long-term placement services and referrals to local non-profit organizations that provide additional services. This branch also provides Adult Protective Services to follow-up on elder abuse reports. In-Home Supportive Services help those who need assistance with daily activities in order to remain safely in their own homes, and the Public Authority keeps a registry that helps In-Home Supportive Services recipients find a screened caregiver to provide those services. The Public Guardian helps citizens who are unable to manage their personal and financial affairs and may require guardianship or conservatorship. Mental Health Services Act administration is also housed in the Adult Services Branch.
ABOUT THE POSITION
Working under the direction of a Data Analyst Supervisor, the Staff Analyst I/II will review data and invoicing along with providing contract support for county programs and community organizations that focus on mental health, substance abuse, and social services. The Staff Analyst I/II will study this data to see how well the programs are working. This includes checking for patterns, finding gaps, using math to analyze the data, and making reports to show how effective the programs are. The person in this role will also create templates to help with reporting, while helping create a way to measure how well these programs are doing and make sure the reports are easy for everyone to understand.
Additionally, the Staff Analyst I/II works collaboratively with leadership, public, private, and community organizations.
Please note that this position is not remote and requires employees to work onsite at our location. We are looking for candidates who are able to commute to the office regularly.
DISTINGUISHING CHARACTERISTICS
The Staff Services Analyst I is the entry level into the professional Staff Services series. Incumbents work under close supervision. Assignments are generally limited in scope and under the direction of a higher-level employee. As experience is gained, the incumbent is granted more independence from supervision. Most incumbents are expected to promote to the II level after one (1) year of satisfactory performance; however, positions limited to analytical duties of a more routine, repetitive nature will be permanently allocated to the Staff Services Analyst I level.
The Staff Services Analyst II is the journey level in the series. Incumbents work under direction and are responsible for performing the full range of duties at the journey level and working independently.
At the Staff Services Analyst II level, assignment can be in any one the following options: staff development, fiscal, or program analysis; or incumbents may be assigned to perform general duties that encompass a broad scope of administrative analytical functions and areas of responsibility. For positions specifically assigned to a specialized option, specific minimum qualifications and recruitments are permitted.
IDEAL CANDIDATE
The ideal candidate has experience with designing and completing statistical analysis and reports that measure impact of public services at individual and system levels on indicators specified by mental health/substance abuse/social service programs at the state and county levels. The ability to draft templates, documentation of analysis, and initial statewide reports that will be circulated to key stakeholders and made available to the public for input. Draft written documentation of the process for compiling the data to produce the reports for priority indicators at the county and statewide level. Create county-level and state-level reports on outcomes related to public services and programs. Develop reports that summarize how impact would be measured across target age using priority indicators that reflect target domains in which the Mental Health Services Act impact should be evident with a narrative analysis explaining data that exists. Ability to tracking program performance on key indicators over time, across programs and/or against other comparable counties for information to assist in planning, operating, and monitoring services. Experience processing invoices accurately and efficiently while ensuring compliance with relevant policies and contractual terms. Adept at tracking contract performances, handling discrepancies, and ensuring that all deliverables are met according to contracts specifications.
