Point of Care and LIS Coordinator

Salary Range: $75,000.00 To $85,000.00 Annually

SUMMARY

Point of Care (POC) and Laboratory Information System (LIS) Coordinator provides technical resources and daily directions to point of care testing (POCT) personnel regarding laboratory policies and procedures and regulatory requirements. This role is also responsible for laboratory information system (LIS) application development and support including the integration of new technologies and service goals with laboratory processes.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

STANDARD I: Point of Care Testing

  • Provides technical oversight for Point of Care testing performed at Loretto Hospital to meet/exceed accreditation standards.
  • Ensures that the test systems are properly functioning. Maintains, troubleshoots and takes corrective action with equipment as needed.
  • Works with nursing, physicians, employees and management as needed to ensure Point of Care testing is running efficiently and effectively.
  • Coordinates training assessments. Develops and maintains teaching / training materials.
  • Coordinates competency assessment. Develops and maintains competency assessment materials.
  • Provides primary support for on-site inspections and surveys. Participates in inspection readiness activities for appropriate regulatory and accreditation agencies.
  • Writes and maintains current procedure manual(s) in area(s) of expertise using an approved format. Assists with development, maintenance and control of laboratory policies and procedures.
  • Provides leadership for the testing, interpretation and reporting of results.
  • Reviews quality control for problem identification and troubleshooting. Uses quality control statistics and control procedures such as comparison between methods and results from proficiency testing to identify and or correct performance problems.
  • Develops and oversees validation/verification studies for new instruments, methods and tests.

STANDARD II: System Development and Documentation

  • Determines how LIS software will be configured and how the workflow is designed to best integrate technology with the provision of efficient and timely laboratory services.
  • Develops LIS solutions that are complementary to operational needs and resource challenges by performing user requirements definition, software evaluation and selection, system configuration setup, validation, training and documentation.
  • Processes system change requests while working within the software options/functionality/limitations, with consideration of best practice guidelines, regulatory issues and operational needs.
  • Identifies system software programming limitations to ensure optimal patient care outcomes and works with vendors to develop solutions.
  • Researches, evaluates and implements additional and upgraded system functionality.
  • Verifies, validates and recommends or rejects the implementation of software upgrades/changes (version, release or patch), as well as hardware and/or operation system upgrades.
  • Configures, tests and validates interface communications between the LIS and various laboratory analyzers, and between the LIS and other computer systems, both internal and external to the hospital.
  • Pursues customized software changes designed to improve Lab operations. Evaluates new equipment and technology for system suitability and use.

STANDARD III: System Maintenance / Troubleshooting / Support

  • Sets up and maintains security access for users of LIS applications.
  • Troubleshoots and evaluates reported or recognized problems.
  • Informs and advises laboratory management about any system functionality issues that will impact laboratory services.
  • Performs demographic maintenance to ensure integrity of LIS database.
  • Monitors LIS operation for system degradation.
  • Supports operational system to meet LIS needs of the end-users of Laboratory Services.
  • Provides limited hardware support by evaluating hardware issues and resolving or forwarding to IT Services as required.

STANDARD III: Administration / Coordination / Management Reporting

  • Provides functional advice/technical expertise and problem-solving suggestions related to laboratory services as supported by LIS functionality and laboratory reporting requirements.
  • Provides evaluation of and/or produces documentation for laboratory processes, policies and procedures.
  • Builds LIS files and manages the documentation and reporting of workload statistics.
  • Communicates with departments regarding issues, needs, service requirements or proposed changes that may have an impact on LIS functionality.
  • Coordinates system downtime events and resolutions.
  • Maintains documentation records as per requirements.

STANDARD III: Quality Management System (QMS)

  • Participates in the implementation, documentation and maintenance of an effective system for managing the POC quality program at all POCT locations.
  • Provides technical expertise to assist the POCT personnel in ensuring that all testing is done with the appropriate quality control material and procedures in place.
  • Develops appropriate strategies to ensure the external agency documentation requirements are met.
  • Provides technical expertise and consultation to implement quality practice tools and techniques as part of the POCT laboratory operation.
  • Maintains database integrity. Develops, generates and validates statistical data from the LIS; including the use of SQL (Structured Query Language) and other third-party software products.
  • Leads the development of validation test scripts, and reviews outcomes to ensure that change doesn’t adversely affect laboratory operations.
  • Follows preventative maintenance programs and recognizes systematic malfunctions and maintains event logs.
  • Provides system development and support of Quality Management System programs as required by accrediting and licensing organizations.

STANDARD IV: Guest Relations

  • Maintains professional appearance in all interactions with patients, the public and employee.
  • Always interact with courtesy and respect proper to the moment and the person.
  • Writes correspondence which conveys a positive tone and displays clear, grammatically correct sentences and effective communication.
  • Uses proper telephone etiquette with every phone contact.

STANDARD V: Annual safety, Disaster, Fire and Infection Control Responsibilities

  • Attends mandatory programs.
  • Identifies hazards and reports such to the Laboratory Director.
  • Attends and participates in periodic departmental safety reviews and inspections.
  • Uses Personal Protective Equipment (PPE) according to hospital/department and Infection Control standard operating protocol.

STANDARD VI: Implementation of Hospital and Departmental missions

  • Utilizes hospital and departmental value statements to direct daily work.
  • Promotes a caring and compassion health care environment.
  • Assists patients and patient families in understanding, accepting and following medical recommendations by providing diagnostics services to restore the patient to optimal health and wellbeing within the patient’s capacity.

JOB REQUIREMENTS:

Minimum Requirements:

  • Bachelor's degree in chemical, physical, or biological science or medical technology from an accredited institution with at least four years of laboratory training and/or experience in high complexity testing.

OR

  • Associate degree in laboratory science (chemical or biological science) or medical laboratory technology from an accredited institution with at least six (6) years of clinical laboratory experience in high complexity testing.
  • One (1) year Laboratory Information System (LIS) experience required.

Preferred Qualifications:

  • MLS or MT or MLT or equivalent certification from ASCP, or AMT.
  • MEDITECH Expanse LIS experience preferred.
