Summary of Responsibilities
The Executive Director of Finance/Comptroller oversees the day-to-day management of the accounting staff and overall financial operations of the Shawnee Tribe. This position works under the direction of the Chief Operating Officer and provides financial management, financial planning, accounting, budget preparation, financial reporting, recordkeeping, auditing, and financial analysis. The Executive Director of Finance/Comptroller oversees the financial requirements of federally funded programs, as well as all tribal programs and must have a strong knowledge of Government Accounting Standards Board (GASB), OMB Super Circular, Generally Accepted Account Principles (GAAP), and Generally Accepted Auditing standards (GAAS), along with other statutory procedures, and broad policies as prescribed by the Shawnee Tribe.
Essential Duties & Responsibilities:
Executive Director of Finance/Comptroller responsibilities include financial management and accounting duties, and shall be responsible for performing the following:
- Supervises all accounting operations by recording revenue, expenses, compensation and benefits, accounts payable, accounts receivables, general ledger entries, and banking transactions.
- Oversees all accounting processes.
- Ensures accuracy and correctness of fund accounting.
- Performs accounting activities in compliance with all required Shawnee Tribe regulations and Federal Governmental statutory requirements.
- Performs detail-oriented accounting practices in compliance with GAAP standards.
- Performs and participates in program reviews, assessments, evaluations, and audits of operations.
- Develop internal auditing procedures.
- Works in preparation and performance of annual audit.
- Assists with the development, preparation, and monitoring of budgets, including the annual budget.
- Maintains operations of internal controls in a highly efficient and effective manner.
- Provides standard levels of quality over all financial transactions and reporting.
- Maintains a computerized financial accounting system.
- Performs prompt and accurate month-end and year-end closing processes.
- Publishes timely financial statements.
- Performs related work as required in the interest of the Shawnee Tribe and Tribal Council.
- Travel as necessary to meet the needs and demands of the Tribe.
- May be assigned other duties and responsibilities as necessary for administration or Tribal needs.
Required Qualifications:
- Bachelor’s degree in Accounting, Finance, or Business.
- Five (5) years of experience in governmental accounting.
- Must be a supportive team member, contribute to, and be an example of teamwork and team concept.
- Management or organizational and record-keeping sills.
- A proactive approach to problem-solving with strong decision-making skills.
- Ability to manage and organize priorities.
- Attention to detail and strong documentation skills.
Preferred Qualifications:
- Ten (10) years of related management experience that includes at least five (5) years of experience in governmental accounting.
- Experience working with indigenous peoples, or Native American Tribes.
- Experience with Native American communities.
- Skilled in maintaining a high level of discipline and morale throughout the Tribe.
- Ability to communicate, provide, and follow written and verbal direction.
- High levels of attention to detail and accuracy.
- Ability to manage and maintain security of confidential data and information.
- Ability to exercise independent and sound judgment.
- Ability to work flexible hours and days as necessary to meet the needs and demands of the Tribe.
Additional Requirements:
- Successfully pass pre-employment Drug Screen and adhere to a Random Drug Screen policy.
- Possess a valid Driver’s License and have proof of Liability Insurance.
- Maintain any training and credential requirements as per policy and procedure.
- Successfully pass Criminal Background Checks.
