SUMMARY
The Assistant Community Development Manager is a developmental position intended to provide a growth opportunity in the homebuilding industry for interested individuals. This position is responsible for managing the processes associated with executing residential development projects including accountability for implementation of specific aspects of individual projects in support of project plans and business plan goals. Responsible for assisting with project promotion and oversight through design, approvals, construction, sales and close-out to ensure that regulatory conditions are satisfied, and project strategy is implemented. Assist CDM and others with the implementation of requirements from private agreements necessary for project implementation. Communicate and coordinate with all other company functions to ensure that company production and financial goals are achieved.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
I. Managing the project implementation Process:
- Manage data and information in the company’s project management systems to insure accurate and timely lot starts.
- Communicate with team members within Community Development, Sales and Marketing and Construction to ensure information contained in the company’s project management systems is accurate, up to date with changes, and distributed in a timely manner to the field.
- Participate in regularly scheduled project review meetings to provide timely updates related to status of permitting and schedules.
- Interface with Civil Engineers, architects and landscape architects to accumulate all documentation necessary to submit applications that meet jurisdictional requirements necessary to secure building permits from the local municipality.
- Circulate plot plans and other project design documents to internal customers for approvals.
- Prepare permit fee check requests for CDM and/or VP of Community Development approval and forward as necessary to Central Accounting for processing.
- Verify fees paid at time of permit are within project budget parameters and when variances occur, verify validity of fee change and if required process necessary budget change notice with appropriate analysis and justification.
- Regularly collect data and information from jurisdictions regarding proposed fee adjustments and if required process necessary budget change notice with appropriate analysis and justification.
- Collect building permit and fee data relative to proposed new projects.
- Prepare fee updates and projections as required for business planning purposes.
- Develop Project Schedules for accomplishment of tasks necessary to implement project. Prepare reports outlining current projected timing of milestone tasks including comparison to original underwriting and current proforma assumptions. Explain schedule variances where necessary.
- Lead and manage project team meetings as required and assigned, including creating agendas, keeping minutes and project related task lists
- Prepare research and analysis as required to support business plan processes including budgeting and cash flow projections for assigned projects as required from time to time.
II. Project Specific Accountability
- Communicate with other departmental functions to ensure timely availability of information and work products from the Community Development Department
- Assume responsibility for designated aspects of specific development projects in the buy-out process including bid package preparation, bid list, document distribution, data analysis, quantity take-offs, contract document preparation.
- Assist Architectural Design Manager with drawing submittals as required to obtain plan check approvals from all jurisdictions having oversight.
- Create and Manage Contracts, Agreements and supporting documentation for assigned consultants and TradePartners
- Manage the contract invoice process for assigned trades and/or consultants by confirming adequate budgets, coding, approvals and tracking through Central Accounting. Communicate with trades and consultants to ensure consistency and accuracy.
- For assigned projects develop and implement strategies individually and with appropriate project team members to promote and advance assigned projects in accordance with the division business plan and company OKR’s (Objectives and Key Results).
- Manage and Oversee implementation and execution of work in the field as assigned by Vice President of Community Development.

EDUCATION and/or EXPERIENCE
Bachelor's degree (B.A.) from four-year college or university; and two to four years related experience and/or training; or equivalent combination of education and experience. Professional designations such as E.I.T. (Engineer in Training) are helpful.

OTHER REQUIREMENTS
This position requires a large amount of travel through-out the San Francisco, Sacramento, Central Valley and Monterey market areas. Reliable transportation, as well as a current California driver’s license is required.
