- Determines child support payments as set forth under Title IV-D of the Social Security Act; drafts legal documents for all assigned cases including Federal Financial Participation Foster Care and Kinship Care cases.
- Analyzes cases for delinquent payments and enforces and obtains health insurance coverage for minor children. Implements appropriate action to be taken in each case and establish child support order if none exists.
- Participates in negotiations for out-of-court settlements; prepares cases for court by researching obligor’s employment history and available assets and drafts orders, liens, and money judgments; initiates administrative enforcement tools; may represent agency at preliminary and final divorce hearings; and coordinates court schedule with Family Court Commissioner, Judges, and Clerk of Courts.
- Works with Sheriff’s Department, District Attorney, Probation and Parole, Department of Health and Human Services, Corporation Counsel, process servers and private attorneys.
- Prepares and uses necessary legal documents with the consultation of the Child Support Attorney to establish and enforce family court orders.
- Required to be knowledgeable of the child support automated system Kids Information Data System (KIDS), screen navigation and accurate interpretation and of related systems, such as Client Assistance for Re-Employment and Economic Support (CARES), so as to get complete and pertinent information related to order enforcement and monitoring.
- Researches intergovernmental cases, prepares proper forms and deals with case workers from other state as well as the Wisconsin Central Registry on intergovernmental cases.
- Establishes paternity assignment and responsible for drafting resulting judgment and sets birth related medical expenses, past support, genetic test expenses and appoints Guardian ad Litem.
- Interviews clients, notarizes paternity documents, coordinates scheduling of and administers genetic tests, negotiates custody and placement issues, updates information on child’s birth certificate with State Vital Records Department.
- Reviews payment histories with obligors when problems arise; deals with employers in correcting problems with payment irregularities.
- Conducts interviews and phone conference with all parties to determine appropriate course of action, prepares and drafts all correspondence related to assigned cases and identifies potential and existing fraud cases and makes appropriate referrals.
- Prepares documents for contempt actions, including warrants, refers cases for criminal prosecution with necessary documentation to justify complaint, and testifies in court as needed.
- Reviews existing orders every 33 months per State guidelines or annually upon written request of the parties.
- Notifies parties of outcome of review and, if necessary, seeks appropriate resolution of review through court procedures.
- May enter financial information into KIDS, and other software systems. Ensures files are complete and well maintained. May handle payment, billing, reconciliation, and accounts payable duties. Ensures that payments are applied to the correct accounts.
- May assist with front desk/reception coverage occasionally.
- Assists with training on financial matters, assists with payment monitoring, and annual program reconciliation reporting.
- Performs other duties as required which may be subject to Federal and/or State legislative enactment.
- High school diploma or equivalent with supplemental education, training or experience in legal field. Degree from an accredited university or college which focuses on a related field would be desirable.
- Experience in the Child Support Enforcement Program with knowledge of its regulations and policies.
- Knowledge of court practices and procedures and state and interstate statutes governing child support.
- Possess good oral and written communication skills, as well as good interviewing skills.
- Possess computer and keyboarding skills, including the ability to type 40 words per minute.
- Ability to exercise independent judgment, plan and organize work within the scope of defined responsibilities under the general supervision of the Child Support Supervisor.
- Performs duties listed in the job description in an efficient and productive manner.
