Essential Duties

The primary responsibilities of the Sheboygan County Highway Department are the maintenance, design and construction of the 450.89 mile system of County Trunk Highways. In addition, the Department functions as the maintenance agency for 170 miles of State Trunk and Interstate Highways within the County, along with 465 miles of local township roads. This equates to 2171.78 lane-miles of maintenance responsibility.

Qualified Applicants will be able to perform maintenance activities for the overall operation of the Transportation Department including but not limited to:

  • Ability to operate, maintain, and at times repair all equipment owned or leased by the Transportation Department.
  • Capable of driving and operating a variety of trucks equipped with plow, wing(s), sander/salter, underbody blades, graders, loaders, Oshkosh’s, as well as any other equipment required for winter road maintenance.
  • Winter maintenance may include but is not limited to: snow removal, bridge cleaning, install, remove, repair or replace snow fence; maintaining drainage, drift prevention, road widening, vision clearing, and steam out frozen culverts, stock piling salt in sheds, fix and maintain chain saws for safe operation, patch pot holes, assemble winter equipment.
  • Capable of driving a variety of trucks during summer for the purpose of hauling material for operations such as ditching, base work, paving, seal coating, and milling.
  • Summer maintenance may include but is not limited to grass mowing, cutting of brush and trees, applying pesticides, crack filling and rubbish pick up. Transports and/or incinerates rubbish for disposal. Road sweeping, pothole repair, blacktop repair, ditching, culvert replacement/repair, shouldering maintenance/repair, landscaping, repair/install safety appurtenances, operate and maintain all equipment required for these tasks.
  • Safely and responsibly observe all safety rules and laws of the road.
  • Assess the road and shoulder during normal operations, report any damage/repair that needs to be conducted to the shed supervisor.
  • Knowledge of traffic control. Have the ability to properly flag, sign, close lanes, set up detour, program message board/signs, knowledge of the use of a crash truck and/or emergency trailer.
  • Perform a variety of handwork such as brooming, raking, picking stones, luting blacktop, shovel and pick work, motorized hand equipment such as jack hammer, jumping jack, plate wacker, and blacktop saws.
  • Working knowledge and ability to operate heavy motorized equipment such as motor graders, bulldozers, loaders, backhoes, large snow plows, large trucks and tractors, seal coating machine, and other similar equipment of comparable size and complexity.
  • Remodel, repair, paint, and clean any department building.
  • Ability to know where to place flag rods in an effort to protect equipment and property.
  • Ability to perform roadway maintenance and repair of roadway culverts, including the fabrication of concrete forms, reinforcing steel and related materials in accordance with plans and detailed specifications.
  • Working knowledge of the forming, pouring, sawing of control joints, finishing and curing of the different types of concrete.
  • Ability to operate air hammers, sandblasting equipment and other road maintenance equipment.
  • Operate the centerline truck and painting equipment; responsible for the preventative maintenance and service of the vehicle and paint equipment.
  • Working knowledge of painting methods, practices, materials, tools and equipment used in the center lining operation.
  • Maintain documentation of roads that have been centerline.
  • Ability to operate a computer-controlled timer, distance measuring computer, hand operated paint equipment, and uses an optical sight glass to maintain a straight line.
  • Working knowledge of crusher operations as they relate to construction and mining procedures and activities.
  • Ability to operate the crusher and allied crushing equipment efficiently and safely as it relates to construction and mining procedures.
  • Perform duties per MSHA standards and other applicable policies and procedures.
  • Required to operate other crushing related equipment during the course of crushing operations.
  • Working knowledge of blacktop operations as they relate to highway construction and maintenance procedures and practices.
  • Responsible for the operation of the bituminous paver.
  • Knowledge of tack coat materials and application techniques.
  • Understand pavement layout alignment procedures for the paving operations.
  • Ability to learn and operate all paving crew related equipment efficiently and safely. Move and transport heavy equipment.
  • Ability to operate the following: operation of scale, drum mixer, venturi scrubber, asphalt tank, heating oil tank, generator set, and blacktop plant as a whole, as well as various accessory bituminous plant equipment. .
  • Conduct culvert inspections for municipalities, County, and Wisconsin Department of Transportation.
  • Ability to interpret the Wisconsin Department of Transportation standard specifications for road and bridge construction.
  • Determine bridge integrity by visual and mechanical means and repair as needed. Ability to operate various lasers/levels to install pipe and culverts.
  • Ability to read and interpret detailed written construction plans, profile details and verbal instructions.
  • Ability to perform related safety requirements and practices of the WI Department of Transportation, the Manual on Uniform Traffic Control Devices, and work zone safety.
  • Fill in for shed supervisor and/or any crew foreman when the need arises. Be responsible for duties of their job description when filling in.
  • Ability to serve on any crew when needed.
  • Ability to operate equipment efficiently and safely.
  • When unsupervised, be able to make decisions in the field that best represent the department and county.

Qualifications

  • High school diploma or equivalent.
  • Valid Commercial Driver’s license, Class A, B, C, D – ability to obtain N endorsement.
  • Understands and effectively carries out oral and written instructions.

Work Environment & Physical Requirements

Work is performed in a shed and outdoor settings, including but not limited to construction sites.

  • Ability to frequently lift up to 50 pounds, but, must be capable of lifting 100 pounds.
  • A combination of sitting and standing postures may be required, use of hands, ability to reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and talk and hear.
  • Specific vision abilities required for this job include distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
  • Ability to regularly work five eight-hour days and/or four ten-hour days and the ability to adapt to working non-standard work hours, including weekends, late evenings, early mornings and holidays.
  • Ability to work in an environment with occasional exposure to unpleasant odors and non-toxic fumes.
  • Ability to work in an environment with exposure to adverse temperature and/or humidity extremes.
  • Must be able to operate construction equipment, snow removal equipment, trucks, tools and equipment.
