Job Summary
This position is responsible for applying GIS technology to the County operating departments. This position also serves as a business technologist for assigned departments. Work involves proactively identifying opportunities to apply GIS related technology into business workflow processes. Primary work involves gathering and entering data for spatial and attribute accuracy, creating both print and online maps, and conducting analysis on spatial data as needed for Property Tax, Development Services, Highway, Water Services, EMA, 911 and voter datasets. Solid communication with end users and timely project management with reporting and deliverables is required. Position is also responsible for assisting in other technical projects and support as needed.
- Provides hands-on technical expertise and actively handles multiple technology elements to ensure data conversion services, database data input, reporting, and that stored procedure creation achieves the customer's objective of business process automation.
- Installs, maintains and troubleshoots end user ArcGIS applications.
- Daily analysis and maintenance of GIS data including, but not limited to street centerlines, address points, and emergency service zone (ESZ) layers.
- Data review, update and correction as needed for 911 and county License Offices.
- Assists in maintaining the county voting information system along with other departments as needed on voting matters.
- Assists in maintaining and implementing the latest features/functions for the GIS application suite including multi-department integration.
- Assists in supporting Cityworks Asset Management System for Development Services, Highway and Water Services.
- Assists in Property Tax GIS procedures including cadastral mapping, compress to base and tax year roll.
- Performs all duties in a safe and efficient manner.
- Performs all other duties as assigned by supervision.
Qualifications and Requirements
MINIMUM REQUIREMENTS
- Bachelor's degree in Geographic Information Systems, Computer Science or related degree.
- Minimum of 5 years GIS experience in a GIS department with 3 years ESRI ArcGIS platform experience; or any combination of education and experience that demonstrates competency in the above listed knowledge, skills and abilities.
- Valid Driver's License
- Master's Degree in GIS or technology related field.
- 5 or more years' experience with ESRI ArcGIS Editor.
- Knowledge of Cityworks Office or other Cityworks components.
- Knowledge of ArcGIS Online, Portal and ArcGIS Pro, with experience in branch versioning.
- Knowledge of programming languages such as Arcade and Python (including ArcPy.)
