Job Summary
Work involves assisting the County Engineer in technical and administrative duties and the direct supervisory activities in reviewing and assigning the work of assigned Engineering Aides and Assistants, including the county Bridge Inspector. This position designs, plans, oversees, and inspects various roadway and bridge construction and repair projects.
- Assigns, instructs, and oversees the daily activities and overall job performance of 2 to 5 Engineering Assistants.
- Conceives, designs, plans, oversees and inspects the construction of federal-aid, state-aid, and 100% county funded roadway upgrade & rehabilitation projects.
- Coordinates, oversees and inspects utility relocations in conjunction with highway construction projects.
- Ensures utilities are installed according to approved permits and handles and problems caused during installation.
- Oversees the research of deed records and tax maps to determine property owners and property lines in order to coordinate and process right-of-way acquisitions in accordance with county and federal guidelines.
- Contacts landowners and witnesses documentation.
- Makes court appearances in condemnation cases and presents expert witness testimony if required.
- Participates in training exercises required for license maintenance.
- Presents data to supervisor(s) and elected officials as necessary.
- Determine construction requirements in regard to pavement surface, horizontal and vertical alignment, drainage structures, shoulder widths and clear zone.
- Supervises contractors and / or county forces during all phases of construction including clearing, grading, placing drainage structures, placing base material and paving.
- Aids in planning and supervising Shelby County's annual paving contract. Works with the County Engineer, Assistant County Engineer and Chief Engineer to determine which roads will be resurfaced and what type of surface each will receive.
- Determines need for traffic striping, pavement markers, and other safety features.
- Performs calculations to determine project costs and ensures these costs are within budget.
- Supervises contractor and Engineering Assistants to ensure quality construction. Verifies monthly estimates for payment to the contractor.
- Coordinates and assigns outside contract services for surveying, engineering and roadway construction.
- Prepares legal bid documents, plans, specifications and standards as required.
- Maintains contact with the general public to address, evaluate and correct potential safety or maintenance problems on county maintained roads and rights-of-way.
- Directs maintenance crews in repair and preventative measures.
- Assists in scheduling and assigning training for Engineering Assistants to keep their ALDOT certifications current such as Roadway Technician, Asphalt Technician, Concrete Technician, Nuclear Gauge Safety Training and Certified Traffic Control Inspector.
- Provides engineering services to other county departments such as Development Services and Facilities on an as needed basis.
- Performs drainage research and calculations.
- Assists in maintenance of county maintained traffic signals.
- Performs various field tasks such as locating, surveying, staking and construction layout.
- Performs all duties in a safe and efficient manner.
- Performs all other duties as assigned by supervision.

Work is performed in equal amounts inside and outside. Subject to extreme weather conditions and noise from heavy equipment. Exposure to dust, fumes, chemicals, radiation, contagious disease, hazardous / toxic waste, etc.
PHYSICAL REQUIREMENTS
Work is generally light in nature and consists of a nominal amount of lifting, climbing, bending, and walking. Field / site work assignments involve prolonged walking, standing, climbing, bending, driving, and lifting objects weighing 20 - 50 pounds.
