Position Summary
Works under the general supervision of a manager and is responsible for the basic appraisal process.
Pay Grade: 48
Salary Commensurate with Experience and Education
Minimum Qualifications
1. Two (2) years of practical experience in real estate, accounting, finance, banking, or related field; AND
2. Bachelor’s degree from an accredited college or university in real estate, business administration, accounting, or other closely related field; OR
3. An equivalent combination of related education and/or experience.
4. Property valuation experience preferred.
5. PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.
Duties and Responsibilities
1. Meets standard production and quality expectations for measuring, listing, and working permits, verifying sales information, assigning grades, and collecting income and expense data, etc.
2. Makes on-site visual inspections for 33% review and data verifications for quality assurance purposes.
3. Uses all objective and subjective property characteristic variables to list and value properties according to prescribed performance standards.
4. Compiles and analyzes market data using prescribed methods and techniques with a minimum amount of supervision.
5. Learns and performs standardized mass appraisal process fully meeting expectations.
6. Learns and uses Computer Assisted Mass Appraisal (CAMA) system to value property fully meeting prescribed performance expectations.
7. Receives and handles customer inquiries about property assessments.
8. Performs other such operations as are required to arrive at reasonable and supportable valuations using a CAMA system.
9. Performs other related duties as required or directed.
KSA's
1. Knowledge of value concepts and the total appraisal problem, including why an appraisal is made, what is to be done to make the appraisal, and the production problems involved.
2. Knowledge of how the ultimate appraisal report relates to those on similar and dissimilar properties.
3. Ability to learn to assume more appraising responsibilities under the direction of more experienced appraisers within the framework of an Associate Appraiser responsibility.
4. Ability to communicate effectively with co-workers and public citizens.
5. Substantial knowledge of the principles and practices of real estate appraisal and building design and construction.
6. Knowledge of local, social, and economic factors affecting property values.
7. Ability to develop a working knowledge of mathematical and statistical tools used in real estate property appraisal.
8. Proficiency in Microsoft Excel.
9. Ability to use a financial calculator.
Physical Requirements
Special Requirements
1. Must possess a valid Tennessee driver license or secure one by date of employment.
2. Must have access to an operable automobile for daily use and meet county requirements for automobile insurance upon date of employment.
3. Must obtain certification as a Tennessee Certified Assessor in five (5) years.
