Position Summary
This position is funded by a grant for a duration of time as defined by the grantor.
Responsible for coordinating and managing the daily grant activities related to the Ryan White Ending the HIV Epidemic (EHE) program to ensure departmental compliance with federal program guidelines.
Pay Grade: 55
Salary Commensurate with Experience and Education
Minimum Qualifications
1. Five (5) years of experience in a supervisory or management capacity; AND
2. Bachelor’s degree from an accredited college or university in public administration, health services administration/management, business administration, social work, sociology, or related field; OR
3. An equivalent combination of related education and/or experience.
4. Experience with program monitoring and compliance, program evaluation, preparing programmatic work plans, creating and delivering presentations.
5. PROOF OF EDUCATION, TRAINING AND/OR EXPERIENCE IS REQUIRED.
Duties and Responsibilities
1. Monitors and provide supervision to assigned employees within the program.
2. Develops and evaluates plans to meet program benchmarks.
3. Evaluates and oversees the implementation of comprehensive community health assessment.
4. Conducts research and provides insights for organizational strategic objectives, including trend analysis and the preparation of statistical, regular, and ad hoc reports; assists in program and project development.
5. Serves as liaison to external community-based organizations.
6. Develops and promotes internal/external relationships to ensure effective communication related to the achievement of departmental goals.
7. Evaluates program effectiveness and continuous improvement.
8. Manages and facilitates the EHE grant Planning Council and committee meetings adhering to bylaws, government mandates, developing project goals, objectives and timelines.
9. Coordinates and maintains collaborative relationships on behalf of the Ryan White EHE Program and Shelby County Health Department with community organizations/agencies, planning groups, stakeholders, HIV service providers, vendors, and local and federal government agencies to advance EHE plans related to the HIV system of care.
10. Prepares all sections of the annual Ryan White grant applications, reports and conditions of award that pertain to the Ryan White EHE activities and functions.
11. Prepares for and assists the Ryan White fiscal and contracts program with request for proposal (RFP) process and contract and budget development.
12. Participates in contract application review process as an internal reviewer and make recommendations on funding allocations.
13. Collaborates closely with other colleagues within the Shelby County Health Department Ryan White Program to develop programmatic guidelines and standards including reviewing: budgets, process/outcome objectives, and work plans submitted by EHE subrecipients.
14. Ensures EHE subrecipients deliver services that are consistent with the needs of the population to be served and are in accordance with Federal mandates and program requirements by conducting consultative services, formal site reviews, technical assistance visits, desktop reviews and analysis of monthly/quarterly/annual activity reports.
15. Develops various reports, i.e., progress, monthly, grant, end of cycle, and end of year.
16. Performs other related duties as required or directed.

7. Proficient in Microsoft Office (Word, Excel and PowerPoint) or similar computer software.
Special Requirements
1. Must possess a valid Tennessee driver license or secure one as of employment date.
2. Must have daily access to an operable automobile and meet county requirements for automobile insurance upon date of employment.
3. Must be willing to carry a cell phone for contact.
4. Work will require attendance at meetings and activities on weekends and/or after regular business hours.
