Pay Grade: 51
Salary Commensurate with Experience and Education
Minimum Qualifications
1. Three (3) years of supervisory or lead experience in the pollution regulatory field, with experience in asbestos regulation; AND
2. Bachelor’s degree from an accredited college or university in environmental or natural science or environmental engineering; OR
3. An equivalent combination of related education and/or experience.
4. PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.
Duties and Responsibilities
1. Supervises and coordinates the activities of employees and provides technical expertise and direction to the Field Services Branch staff to meet program goals and objectives.
2. Enforces air pollution regulations by assuring employees are appropriately trained and perform FSB tasks including air pollution complaint investigation, air curtain incinerator inspection and permitting, gasoline station (Stage I vapor recovery) inspection and permitting, and asbestos demolition inspection and permitting.
3. Develops and assures FSB staff follow the Shelby County Government, Health Department, and Pollution Control Section policy and procedures.
4. Monitors the status of the FSB branch and prepares reports, as directed by the Health Department Administration and Pollution Control Section Management.
5. Evaluates and develops performance appraisals for branch employees.
6. Enforces air pollution regulations by assuring EPA grant commitments are met for the tasks assigned to the FSB.
7. Enforces local air pollution regulations by preparing, reviewing, and editing complex technical documents, including FSB inspection reports, permits, other FSB program reports, and enforcement documents.
8. Educates the public by addressing specific inquiries on topics such as open burning, indoor air quality, asbestos, indoor air mold, or complaints.
9. Reviews and provides input into FSB operation budgets.
10. Performs other related duties as required or directed.
KSAs
1. Knowledge of air pollution laws and regulations.
2. Knowledge of supervisory principles and leadership.
3. Ability to educate the public and train staff on pollution regulations.
4. Ability to coordinate with other agencies including the Tennessee Department of Environment and Conservation (TDEC) and EPA to meet branch requirements.
5. Ability and skill to prepare or edit technical reports and other documents.
6. Ability to develop, prioritize, and evaluate branch objectives.
7. Proficient in Microsoft Office (Word and Excel) and other County software applications.
Special Requirements
1. Must possess a valid Tennessee driver’s license or secure one by date of employment.
2. Must have daily access to an operable automobile and meet county requirements for automobile insurance upon the date of employment.
3. Must be able to attend meetings and activities on weekends and/or after work hours as required.
4. Must be able to travel to locations outside of the office as required.
5. Must successfully pass the Tennessee Visible Emissions Evaluation (TVEE) course for EPA Method 9 certification within one (1) year of employment.
6. Must maintain certifications throughout duration of employment.
Physical Requirements
1. Work requires some stooping, bending, or climbing.
2. Must be able to work in all types of weather.
