What are the responsibilities and job description for the Tax Collector (County Clerk) position at Shelby County Government?
Position Summary
Works under the general supervision of an assigned supervisor to be responsible for the collection of delinquent taxes returned checks serving warrants subpoenas and citations in a specialized environment.
Minimum Qualifications
1. Five (5) years of experience in telephone or in-person collection of delinquent revenues including, but not limited to, tax collections. or related experience; AND
2. High school diploma or possess a GED; OR
3. An equivalent combination of related education, and/or experience.
4. PROOF OF EDUCATION; TRAINING; AND/OR EXPERIENCE IS REQUIRED.
Duties and Responsibilities
1. Instructs taxpayers by phone and in person how to pay delinquent business taxes so that they may obtain a current business license.
2. Audits new business license applications and issues new licenses.
3. Processes room occupancy tax returns and collects delinquent taxes, as needed.
4. Processes rental car tax returns and collect delinquent taxes, as needed.
5. Serves distress warrants, citations, and subpoenas.
6. Checks field complaints and check business locations (verification).
7. Locates unregistered businesses and assists taxpayers in compliance.
8. Handles return mail and problem accounts as assigned.
9. Collects bad checks for all County Clerk Offices when necessary.
10. Answers a variety of questions by telephone concerning business or accounts.
11. Operates office machines.
12. Trains new tax collectors in fieldwork.
13. Maintains records prepares schedules and advises business owners to file yearly schedules.
14. Assists with maintaining the security of the office.
15. Researches records in order to help in the collection.
16. Performs other related duties as required or directed.

1. Knowledge of laws and procedures that apply to Business Tax licenses and permits.
2. Knowledge of office practices, procedures, equipment, and machines.
3. Knowledge of departmental procedures.
4. Knowledge of Microsoft Office Suites (Word, Excel, and Outlook).
5. Knowledge of civil laws and procedures.
6. Knowledge of Shelby County streets and roads.
7. Ability to convey tax information to the public.
8. Ability to deal with the public with understanding tact and courtesy.
9. Ability to exercise good judgment in evaluating decisions, situations, and giving information.
10. Ability to research records and keep accurate records of calls, citations, subpoenas, and warrants.
11. Ability to work closely with the Assessor’s Office and other County departments.
