Technical Specialist - ASBESTOS (Health Services)

Position Summary

This position is funded by a grant for a duration of time as defined by the grantor.

Performs complex and/or comprehensive work in chemical, biological, or engineering aspects of scientific and/or technical activities in the Asbestos NESAHP Demolition and Renovation program.

Pay Grade: 48

Salary Commensurate with Experience and Education


Minimum Qualifications

1. Two (2) years of experience in environmental public health or public health consulting; AND

2. Bachelor’s degree from an accredited college or university in environmental science, environmental health, earth science, chemistry, physics, biology, microbiology, or closely related field; OR

3. An equivalent combination of related education and/or experience.

4. PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.

Duties and Responsibilities

1. Enforces local asbestos regulations by evaluating and reviewing notifications, surveys, and work plans submitted for asbestos NESHAP demolition and renovation projects for accuracy, completeness, and compliance.

2. Enforces federal, state, and local air pollution (asbestos) regulations by conducting asbestos demolition and renovation/removal inspections, participating as a technical/expert witness in show cause hearings or court cases, developing enforcement cases, and preparing notices of inquiry and notices of violation with penalty assessment.

3. Enforces local asbestos regulations by conducting a minimum of four inside containment, asbestos active removal inspections per federal EPA reporting period.

4. Assures compliance through inspections and corrective actions and monitors asbestos demolition and renovation projects to reduce risks of asbestos exposure.

5. Investigates citizen complaints regarding an asbestos disturbance and/or exposure during demolition and renovation activities.

6. Educates the public by providing technical assistance and consultation to the regulated community (building owners, contractors), governmental agencies, organizations, and the public regarding asbestos rules and environmental compliance issues.

7. Informs, educates, and empowers the regulated community and citizens about asbestos health issues and controls through presentations, meetings, on-site visits, and guidance document development.

8. Links and coordinates asbestos enforcement and compliance activities with other state and federal government agencies involved in asbestos oversight.

9. Performs other related duties as required or directed.



KSAs

1. Knowledge of technical terminology in air pollution and related environmental fields.

2. Knowledge and ability to interpret environmental rules and regulations, particularly asbestos rules, and regulations.

3. Ability to investigate and evaluate asbestos environmental projects for regulatory compliance and public health safety.

4. Ability to research, prepare, and develop inspection reports and enforcement cases.

5. Ability to communicate effectively in written and verbal form.

6. Ability to work well with others and able to respond to citizens in a positive manner.

7. Proficient in Microsoft Word, Access, Excel, and Internet Explorer.


Special Requirements

1. Must possess and maintain a valid Tennessee driver's license or secure one by the date of employment.

2. Must have daily access to an operable automobile and meet county requirements for automobile insurance upon the date of employment.

3. Must obtain certification as an Asbestos Building Inspector/Management Planner within six (6) months of hiring and maintain certification throughout employment.

4. Must pass an annual asbestos physical exam and annual certification to wear a respirator.

5. Must be able to certify as a Visible Emissions Evaluator every six (6) months of employment.



Physical Requirements

1. Must be able to wear full body coverage with personal protection equipment (PPE).

2. Must handle equipment weighing up to 50 lbs.

3. Must be able to work in all types of weather.

4. Must successfully pass a physical assessment.

Application Special Instructions

This position is eligible for a HIRING BONUS outlined below:

1st payment of $1500 paid after completion of six (6) months of service.

2nd payment of $1500 paid after completion of twelve (12) months of service.

3rd payment of $2000 paid after completion of eighteen (18) months of service.
