Minimum Qualifications
1. Two (2) years of experience in an environmental or health field, or public health consulting; AND
2. Bachelor’s degree from an accredited college or university in earth or environmental science, environmental health, or a closely related field; OR
3. An equivalent combination of related education and/or experience.
4. Experience in performing chemical, biological, or engineering aspects of scientific and/or technical activities is preferred.
5. PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.
Duties and Responsibilities
1. Enforces environmental rules and regulations by developing and issuing permits for the Environmental Protection Agency (EPA) NESHAPs Rule concerning Stage I Vapor Recovery Systems at gasoline dispensing facilities.
2. Enforces federal, state, and local air pollution regulations related to Stage I sources, controlled burn sources (both permitted and non-permitted), fugitive dust emission sources, and fugitive odor/vapor emission sources.
3. Assures regulatory compliance of Stage I sources by conducting periodic Gasoline Transfer Observations.
4. Investigates citizen complaints about air pollution sources, recommends and instructs on corrective actions, and monitors progress toward resolution.
5. Provides technical assistance and consultation to the regulated community to educate air pollution rules and environmental compliance issues.
6. Informs and empowers the regulated community and citizens about air pollution health issues and controls through presentations, meetings, site visits, and guidance documents.
7. Ensures compliance with air pollution regulations by developing enforcement cases, issuing Notices of Violation, with or without penalty assessments, and Warning Notices.
8. Inspects and monitors sources of fugitive dust, odors, and vapor emissions, along with both permitted and non-permitted open burning sites, to ensure regulatory compliance.
9. Assesses the suitability of a site for the issuance of Controlled Burn Permits.
10. Performs other related duties as required or directed.
KSAs
1. Knowledge of technical terminology in air pollution and related environmental fields.
2. Knowledge and ability to learn and interpret environmental rules and regulations, including asbestos, Stage I Vapor Recovery Systems.
3. Ability to investigate and evaluate environmental projects for regulatory compliance and public health safety.
4. Ability to research, prepare and develop inspection reports and enforcement cases.
5. Ability to communicate effectively in written and verbal form.
6. Ability to work well with others and to be able to respond to citizens in a positive manner.
7. Proficient in Microsoft Word, Excel and PowerPoint and working knowledge of Geographic Information System (GIS) software.
Special Requirements
1. Must possess and maintain a valid Tennessee driver's license or secure one by the date of employment.
2, Must have daily access to an operable automobile and meet county requirements for automobile insurance upon date of employment.
3. Must be able to travel within Shelby County as required.
4. Must be able to certify as a Visible Emissions Evaluator within six (6) months of employment.
5. Must maintain all required certifications and licenses throughout duration of employment.
Physical Requirements
1. Must be able to walk on rough, uneven terrain and ascend stairs.
2. Must be physically able to perform field inspections.
3. Must be able to work in all types of weather.
4. Must successfully pass a physical assessment.
