SHELTER, Inc. is an independent, community-based non-profit organization created in 1986 to lead Contra Costa County’s effort to eliminate homelessness. SHELTER, Inc. now serves Contra Costa, Sacramento, and Solano Counties with plans to expand to additional Bay Area counties within the next year.
Our mission is to prevent and end homelessness among low-income, homeless, and disadvantaged families and individuals by providing housing services, support, and resources that lead to self-sufficiency.
Job Title: Grants Manager

Location: SHELTER’s Concord, CA office
Salary Range: $78,000-97,000, depending on experience
Position Overview:
The Grants Manager plays a key role in the achievement of SHELTER, Inc.’s mission and annual revenue goals. This position is responsible for managing the grants process, from research to timely submission, contracting to close-out, ensuring that all requirements are fulfilled with the highest quality. The Grants Manager has primary responsibility for the identification, development, and timely submission of all governmental, foundation, and corporate funding applications. The role requires collaboration with program and finance teams to manage activities with institutional funders, including government agencies and private foundations.
Responsibilities:
Grants Management
- Manage the award administration of $20 million in government program contracts and grants from Federal (HUD, VA, etc.), State, Counties, Cities, and other sources.
- Draft and submit contract/grant proposals and applications to government and private funders.
- Work closely with program, data, and finance staff to gather financial information, program data, and narrative material that are necessary for the preparation of general operating, program-specific, and capital proposals.
- Lead the internal RFP Team (comprised of members of the senior leadership team and senior program staff) to assess funding opportunities, facilitate a clear decision-making process, and coordinate the development of proposals.
- Develop and maintain systems and dashboards for tracking status and deadlines of all funding applications, renewals, and reports for government and private funders.
- Ensure compliance with grant requirements, proposals, reports, and communications.
- Develop and maintain system for the proper storage and access of all contract and grant records and correspondence that comply with retention standards.
- Work in collaboration with other departments to ensure accurate and effective monitoring of programs, contract/grant implementation, reporting, documentation and outcomes.
- Manage grant writer(s), providing supervision, project oversight, and feedback as necessary.
- Monitor progress toward foundation/corporate grant revenue goal and regularly report progress to the Director of Development.
- Communicate professionally and effectively with funders and donors on program status and deliverables.
- Other duties and special projects as assigned.
Strategic Planning
- Research and track existing and emerging public grant opportunities relevant to service areas and programs.
- Develop an annual private grant strategy that identifies targets and task timetable for new proposals and renewals.
- Research and develop profiles needed to evaluate/prioritize prospective foundation and corporate supporters.
- Engage the Chief Executive Officer, Director of Development, Program Directors, and other staff as appropriate in developing strong relationships with institutional funders.
Additional Team Responsibilities
- As a fully integrated member of the Development Team, this position will provide backup and engagement support with donors and volunteers, donation drives, events, and data management.
Expected Proficiencies
- Strong written and oral communication skills, including the ability to communicate with a diverse group of colleagues, partners, and funders.
- Excellent attention to detail, organization, and ability to manage multiple projects with separate timelines and deadlines.
- Experience managing complex grants and contracts.
- Strong interpersonal skills and enthusiasm for working in a team-based, collaborative environment.
- Takes the initiative and is self-motivated.
- Analytical and research skills with the ability to innovate and think strategically.
- Experience using CRM systems and other database programs.
- Competency in Microsoft Office (Outlook, Word, Excel, PowerPoint) and Adobe.
- Familiarity with data management systems.
Minimum Qualifications
- Bachelor's degree in a related field.
- Five years of development or fundraising experience, with proven success in developing proposals (researching, writing, budgeting) for submission to government and private funders.
- Five years of successful project management skills.
- Three years of supervisory experience.
- Access to reliable personal transportation and have a DMV record that permits driver to be insured under SHELTER’s automobile coverage.
- Must successfully pass a criminal background check.
Preferred Qualifications
- Experience managing HUD grants and contracts strongly desired.
- Knowledge of federal rules and regulations related to contracts and grants.
- Experience with federal grant processes, practices, and platforms.
- Experience with non-profit or public organizations working in the homeless, poverty, housing sectors.
- Experience in business development or strategic partnerships.
