The Special Populations Director is responsible for overseeing, managing and growing the health programs that serve the special populations of the community, including the Ryan White Program, School Based Health Program, Outreach Program, Homeless Program, Mobile Ambulatory Care Vehicle and Migrant Health Farmworker Program. The Special Populations Director ensures that the programs comply with the federal, state, and local regulations and standards, and that they provide high-quality, accessible, and culturally competent care to the target populations.
Role & Responsibilities:
• Plan, implement, monitor, and evaluate the health programs for special populations, in collaboration with community stakeholders, and clinical\non-clinical staff.
• Develop and maintain policies, procedures, and protocols for health programs, in accordance with the best practices and the funding requirements.
• Prepare and submit reports, budgets, and grant applications for the health programs, and ensure the proper use and accountability of the funds.
• Establish and maintain partnerships with the community organizations, agencies, schools, and institutions that serve the special populations, and coordinate the referral and linkage services.
• Conduct and participate in the quality improvement, performance improvement, and accreditation activities for the health center programs.
• Advocate for the needs and rights of the special populations and promote their awareness and engagement in the health programs.
• Manage and coordinate the Mobile Ambulatory Care Vehicle to ensure full and appropriate utilization of resource.
• Cultivate partnerships with local educational institutions to enhance and develop the school-based health program.
• Oversees, guides, and supervises the Ryan White Program employees.
• Oversees, guides, and supervises the Migrant Farmworker\Homeless Program employees.
• Stay updated on the current trends, issues, and best practices related to the special populations and the health programs, and participate in the relevant trainings, workshops, and conferences.

Qualifications & Education Requirements:
• At least five years of experience in managing and supervising health programs for the special populations, preferably in a community health setting.
• Knowledge of the federal, state, and local regulations and standards related to the health programs for the special populations, such as the Ryan White Program, School Based Health Program, Outreach Program, Homeless Program, Mobile Ambulatory Care Vehicle and Migrant Health Farmworker Program.
• Ability to plan, implement, monitor, and evaluate the health programs, and to prepare and submit reports, budgets, and grant applications.
• Proficiency in Microsoft Office and other computer applications.
• Bilingual (Spanish) preferred.
