SCOPE OF WORK:

The Fiscal Officer is responsible for the performance and reporting of all financial accounting, contracts and grants. The Fiscal Officer shall be in compliance with funding source regulations and laws to assure effectiveness and efficient management of the Tribe’s financial affairs. Perform and supervise the distribution of per-capita, casino revenues, Minors Trust Funds

DUTIES & RESPONSIBLITIES:

Include but not limited to the following:

1. Maintain, post and balance program books and ledgers, including data entry for all Tribal service programs.

  • Maintain, post and balance Tribal books and ledgers for all non-grant/contract programs and Tribal funds.
  • Prepare financial worksheets and reports.
  • Prepare monthly and annual operating budgets and budget modifications.
  • Prepare all program reimbursement requests, advance requests and financial status reports.
  • Supervise accounts payable, accounts receivable and payroll processing.
  • Prepare payroll tax reports and deposits as required by Federal and State tax guidelines. Ensure compliance with all reporting and deposit requirements of applicable taxing authorities.
  • Prepare financial reports and statements for funding agencies and the Tribal Council.
  • Review requests for payments, payroll timesheets and vendor invoices to ensure they are coded properly, approved by the required individuals and paid.
  • Reconcile balance sheet accounts on a monthly basis to ensure proper coding of transactions. Correct items found to be incorrectly coded and identify reconciling items with their cause.
  • Assist the independent auditor in completing the Tribe’s annual audit.
  • Maintain the administrative network computer system, including the automated accounting system.
  • Create and generate informative financial reports for the program managers, Tribal Administration and the Tribal Council.
  • Report financial information and program status to the Tribal Council.
  • Assist the Tribal Administrator with supervision of Department Staff and others as per the Tribe’s organization chart and chain of command.
  • Pro-actively look for opportunities to reduce costs while increasing or maintaining the current level of services and benefits to the Tribe and its membership.
  • Ensure confidentiality of all information at the Tribal Office.

· Possess the ability to interact with fellow employees demonstrating respect, tact, courtesy, objectivity and maturity to develop an effective and cooperative working relationship.

· Have initiative, self-motivation, good communication skills and ability to operate in a team environment.

· Prepare indirect cost rate proposals and conduct negotiations.

QUALIFICATIONA/REQUIREMENTS:

Must have:

  • Four-year college degree in Accounting with a minimum of three (3) years experience working in an automated bookkeeping/accounting environment. CPA Certified a plus.
  • Formal training in double-entry FUND accounting procedures.
  • Knowledge of and (5) five years of experience of Federal, State and local taxes and reporting requirements.
  • Experience in working with Federal programs and their respective reporting requirements.
  • Knowledge of Federal reimbursement processes and automated payment management systems.
  • Minimum of (5) five years working with payroll and related deductions, taxes and benefits.
  • Strong computer skills with experience on automated accounting systems, word processor and spreadsheet applications.
  • Must possess supervisory skills.
  • Excellent communication and presentation skills.
  • Must be bondable.
  • Valid California Driver License required and must be insurable through SV carrier.
  • Must provide current DMV driving record.
  • Must sign a Confidentiality Agreement.
  • Must pass a pre-employment drug test.
  • Must submit to random drug testing.
  • Must not have any significant criminal history.
  • Background check required.
  • Minimum (2) two years working in the Native American community.

  • Ensure adherence to ASC 606 and IFRS standards in all financial reporting activities.
  • Collaborate with other departments to interpret financial data and support decision-making processes.

Qualifications

  • Bachelor's degree in Finance, Accounting, or a related field; advanced degree preferred.
  • Proven experience in financial report writing and interpretation.
  • Strong analytical skills with a focus on account analysis and cost accounting.
  • Familiarity with risk management principles and practices.
  • Knowledge of ASC 606 and IFRS regulations is highly desirable.
  • Excellent communication skills, both written and verbal, for effective collaboration across departments.
  • Ability to work independently while managing multiple priorities in a fast-paced environment.
