POSITION SUMMARY

 

The Shingle Springs Band of Miwok Indians Tribal TANF program serves eligible Native American families in Sacramento, El Dorado, Yolo and Placer counties.  The program provides cash assistance, supportive services, case management, employment, education, and prevention services to families while maintaining its core value of providing culturally competent services.

 

The Employment department helps participants explore careers pathways and offers integrated services to support them with employment and obtaining self-sufficiency. The Education department provides direct integrated educational services to participants to assess educational readiness and assist individuals in meeting their individual educational plan. Education and Employment departments are responsible in assisting both adult and youth participants and advocating for participants within the context of employment and education services. Both departments provide important tools and teaching skills to empower Native families to achieve self-sufficiency.

 

Under the direction of the Regional Manager, the Program Coordinator Manager will be responsible for overseeing and providing direct guidance to the Education and Employment Coordinators. The Program Coordinator Manager will ensure the effective delivery of integrated educational and employment services to TANF participants, fostering collaboration, and driving program success. The incumbent in this position will also be responsible for providing proper training and support to their staff, as well as ensuring the mission and core values of the Shingle Springs Tribal TANF program are upheld.

 

ESSENTIAL FUNCTIONS


  1. Provide strong leadership and supervision to the Education Coordinators and Employment Coordinators, guiding their efforts in delivering high-quality services and achieving program objectives.
  2. Oversee the implementation of integrated educational and employment programs, ensuring adherence to protocols, standards, and best practices.
  3. Facilitate ongoing training and professional development opportunities for coordinators to enhance their skills and effectiveness in supporting participants.
  4. Collaborate closely with coordinators to address participant needs and challenges, providing guidance and assistance as necessary to ensure their success in the program.
  5. Utilize and update TANF database software as necessary.
  6. Coordinate and collaborate with the SSTTP team and management to assess participant needs and ensure alignment of services with program goals.
  7. Maintain accurate records and documentation of program activities, participant progress, and outcomes, and contribute to reporting and evaluation efforts.
  8. Ensure Incentives for both youth and adult participants are processed in a timely manner.
  9. Ensure Employment Coordinators provide qualitative and quantitative data for continuous training improvement and for state and federal reporting.
  10. Oversee the planning and coordination of annual state conferences including, but not limited to developing and revising training materials, planning logistics and conference activities/training, and coordinating trainers and presenters.
  11. Ensure that the Education and Employment Coordinators operate within the contracted budget amount.
  12. Promote educational programs by continually collaborating with local community education initiatives, scheduling on-site workshops, and participating in special events.
  13. Evaluate workshop proposals and provide recommendations on classes that will help participants make progress toward their educational and career objectives.
  14. Collaborate closely with the SSTTP Family Advocate department by providing current educational information, discussing complex cases, and implementing effective communication strategies.
  15. Review educational and employment support services, education and employment plans, case notes, and assessments.
  16. Manage coordinator performance evaluations, timekeeping, improvement plans, and disciplinary actions.
  17. Attendance to relevant TANF events (including evenings or weekends) is required.
  18. Perform other duties as assigned.


 

MINIMUM QUALIFICATIONS

 

  1. Bachelor’s degree in a relevant field required (ex. Business, Education, Social Work, Human Services).
  2. Four years of prior experience in program coordination, management, or supervision, preferably within educational or employment services.
  3. Strong leadership and interpersonal skills with the ability to effectively motivate and support a team.
  4. Knowledge of modern office practices, methods, procedures, and automated systems.
  5. Excellent oral and written communication skills.
  6. Ability to handle sensitive materials, issues, and confidential assignments with tact and diplomacy.
  7. Required knowledge of education system, Individual Educational Plans (IEP) and Student Attendance Review Board (SARB).
  8. Knowledge of FAFSA Programs, Higher Education Applications and Services.
  9. Knowledge of California employer systems, including but not limited to, Social Security/Disability, Employment Development Department, Sacramento Employment and Training Agency, California State and County Jobs.
  10. Knowledge of workforce development
  11. Knowledge of state and federal Tribal TANF policies and procedures and regulations.
  12. Ability to work with individuals and teams with diverse economic, social, educational, and cultural backgrounds.
  13. Must be able to travel between sites and to offsite events as needed, including some overnight and weekend travel.
  14. Must have reliable transportation.
  15. Ability to work flexible hours, including evenings and/or weekends.
  16. Must have valid, unrestricted California Driver’s License and qualify for the Tribe’s vehicle insurance.


PREFERRED QUALIFICATIONS

 

  1. Master’s degree in Business, Education, Social Work, or Human Services.


NATIVE PREFERENCE


Preference in hiring is given to either the most qualified applicant or a Native American candidate who meets the minimum qualifications. When two (2) or more Native American candidates have comparable qualifications, the following order of preference shall apply: (1) Members of Shingle Springs Band of Miwok Indians; (2) Spouses or domestic partners (certified through Tribal Court) of members of Shingle Springs Band of Miwok Indians; (3) Parents of children of the Shingle Springs Band of Miwok Indians; (4) All other documented Native Americans; (5) All other applicants in accordance with Title 25, U.S. Code, Section 472 and 473. Applicants claiming Native preference must submit verification of Indian eligibility.

Salary : $63,011 - $75,000
