POSITION TITLE:
DIRECTOR OF CHILD CARE PROGRAMS (DCCP)
GENERAL DESCRIPTION:
This position is responsible for managing the following child care programs – Circle of Friends Child Care Center and the S.U.M.mer Camp.
GENERAL QUALIFICATIONS:
It is expected that the Director of Child Care Programs:

SUPERVISION:
The day-to-day supervision of the Director of Child Care Programs is provided by the the Pastor.
SUPERVISION EXERCISED:
The Director of Child Care Programs shall supervise, maintain, and faithfully discharge the Child Care operations and staff of the Shiremanstown United Methodist Church, in accordance with the following duties and responsibilities.
DUTIES AND RESPONSIBILITIES:
1. Assure a good working relationship between the Child Care Center, its staff and the church staff and members.

2. Administrative – Circle of Friends, Rainbow S.U.M.mer Camp
A. Administering the center's program objectives, plans and activities, incorporating Christian beliefs and teaching.
B. Coordinate center activities with the Staff.
C. Function as a Group Supervisor when needed.
D. Work towards short term and long term goals of the program.
E. Model positive discipline techniques, and Christian Principles.
F. Collect tuition and maintain accurate records (clients, staff, financial, etc.) of the center.
G. Help determine and operate within a yearly budget.
H. Deploy staff to maintain proper ratios, working within the annual staffing budget.
I. Arrange for substitutes for absent staff members.
J. Coordinate the use of the facilities/rooms for day care purposes with other church uses.
K. Provide resource materials, and curriculum for staff use.
L. Assure that daily operations remain within the scope of Licensure by the PA Department of Human Services (DHS), PA Title 55 Chapter 3270.
M. Obtain all supplies necessary to meet objectives of the program.
N. Designate a staff person as acting Director in Director's absence.
O. Adhere to all DHS child care regulations.
P. Publish a monthly newsletter for parents.
Q. Compile, update and distribute the Parent Manual as needed.
R. Obtain at least 12 clock hours of child care training and other training as required by DHS annually.
S. Develop and implement promotions and advertisements in order to maintain full enrollment and staffing in each program.
T. Must be able to approve, input and submit payroll hours to the Payroll Service for all staff.
U. Must be able to manage and administer staff benefits, periodically reviewing plan objectives and costs and making recommendations to the Pastor for any changes.
3. Staff
A. Participate in interviews and the hiring and evaluation of personnel with the Pastor.
B. Train all new employees as to DHS regulations, center policies and objectives.
C. Maintain staff files as required by DHS.
D. Supervise and develop the staff to ensure that all staff adhere to program's philosophy and objectives and state regulations.
E. Provide a written evaluation of staff persons after 6 months of hire and on an annual basis thereafter.
F. Provide opportunities for annual 12 clock hours of child care training and other training for each staff person as required by DHS.
G. Ensure that the staff maintain confidentiality of other staff members and clients at all times.
4. Clients
A. Register clients and maintain complete and up-to-date paperwork necessary for clients' files.
B. At time of registration, inform clients of program's philosophies, objectives and policies, specifically Christian and Discipline philosophies.
C. Keep clients well informed of all program's activities and plans.
D. Inform clients of all new policies and procedures.
E. Uphold confidentiality pertaining to records and all conversations.
F. Be available to meet with clients with questions or concerns.
G. Schedule and participate if needed in annual parent/teacher conferences along with the child's primary caregiver.
H. Encourage client involvement in the program. Lead Parent-Teacher meetings at least quarterly.and Discipline philosphies.
I. Be aware of children's progress and special needs, make referrals as needed.
J. To see every child as an individual, to be alert to the physical and emotional needs of each child and to be constantly aware of the growing needs of each child, offering new and enriched experiences as the child reaches each stage of development.
5. Work schedule:
A. This is a salaried position and is exempt from overtime pay rates.
B. Three weeks of vacation may be taken annually, providing the Center is fully staffed in the Director’s absence. Vacation pay will be for eight hours at the normal hourly rate. The following holidays will be granted:
New Year’s Day Labor Day
Good Friday Thanksgiving Day
Memorial Day The Friday after Thanksgiving
Independence Day Christmas Day
C. If one of these holidays falls on a Saturday or Sunday, either the preceding Friday or the following Monday may be taken as the paid holiday.
6. If asked to do anything that is considered to not be the responsibility of the position or in the best interest of the Church, the matter should be immediately referred to the Pastor.
7. Other duties as may be periodically determined and assigned by the Pastor.
POSITION REQUIREMENTS:
Clearances:
1. Must provide Shiremanstown United Methodist Church with a current satisfactory Pennsylvania State Police Background Check, FBI Fingerprints check and PA Childline Clearance upon employment and thereafter when requested by Shiremanstown United Methodist Church.
2. Must meet the requirements for Day Care Director as set forth in PA Title 55 Chapter 3270 – Child Day Care Centers.ertime pay rates. It mayexpected to average 45 hours per week.
Education/Experience:
1. A minimum of an Associates Degree in Early Childhood Education is required.. A minimum of a a is required.ter 3270 - Child
2. A minimum of 5 years of child care experience is required.
3. Experience in interacting with a wide variety of individuals of all ages and temperaments is strongly preferred.
Knowledge:
1. Must have and demonstrate a working general knowledge of Child Care operations. A working knowledge of the administration of The Shiremanstown United Methodist Church shall be obtained.
2. Must have and demonstrate a working knowledge and understanding of computer operations.
3. Must be very competent in the application of Microsoft Office Professional (word processing, spreadsheet, calendar and database applications), and other database, calendar and publishing software applications, as well as internet applications and capabilities.
4. Proficiency innovation and creativity in the design of newsletters and advertisements is necessary.
GENERAL WORKING ENVIRONMENT:
1. Works in well-lighted and ventilated environment indoors and outdoors.
2. Subject to frequent interruptions.
3. Must have the ability to drive a 15 passenger van and run errands to pick up needed supplies.
ACCIDENT AND HEALTH HAZARDS:
1. May be subject to slips, twists, and falls.
2. Exposure to normal public illnesses and diseases.
PHYSICAL REQUIREMENTS:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
1. Must be able to sit, stand, balance, bend, kneel, walk, and possess flexible range of motion. Must possess faculties of good visual and good audible assessment.
2. Can lift at least 25 lbs of weight.
3. Must provide Shiremanstown United Methodist Church with documentation of a negative TB test at time of hire. (Mantoux Method)
CLASSIFICATION:
1. The Director of Child Care Programs is required to give at least three (3) weeks advance notice in the event of termination of employment.
2. From time to time this position may be updated, changed, revised, or eliminated, depending on the ministry of Shiremanstown United Methodist Church.
