Reporting to the Executive Director of Budget, Finance and Accounting, the Business & Data Analyst serves as the lead for the Financial Supply Chain Management (FSCM) pillar in the PeopleSoft/ctcLink system, and its functions in the budget, finance, and accounting work units. The analyst works with other Business & Data Analysts and provides ongoing technical and functional support. This position provides business process mapping, analysis, support, and recommendations to improve operational practices and ctcLink efficiency. It also involves analyzing ctcLink system requirements, assigning security roles, addressing IT-related issues, and ensuring efficient and effective operation of ctcLink -related functions in the FSCM pillar.
Primary responsibilities include the following:
- Lead Peoplesoft/ctcLink financial system analysis, support, improvement, and maintenance.
- Organize and coordinate projects to support functionality and operation of the college's financial system using established criteria while working collaboratively with other related teams, leads, and analysts to improve existing structure and procedures; monitor project's progress and outcomes, recommending optimal solutions and resources to ensure the best outcomes.
- Work closely with local stakeholders and the State Board for Community and Technical Colleges (SBCTC) partners while acting as functional and technical lead and subject matter expert in the ctcLink FSCM pillar (the ctcLink finance modules).
- Provide ctcLink system and functional configurations within the various financial modules. Work closely with the college's other ctcLink pillars' leads and SBCTC production and support analysts for troubleshooting, issue escalations, and resolutions.
- Coordinate and actively participate in the ctcLink and other related systems maintenance and improvement work groups and workshops.
- Research existing processes, recommend adjustments and improvements, resolve problems where needed, and implement new processes to support optimal operation.
- Provide system and technical production support and analysis, write queries and reports, and assist the work units in setting operational practices and disseminating system information.
- Serve as a primary resource for end-user support, assisting with troubleshooting and providing technical guidance and training to budget, finance, and accounting department staff, ensuring familiarity with ctcLInk system functions, reporting, and best practices.
- Design and conduct training sessions and material for end-users before granting access to the ctcLink Finance Module to support end-users' system and information needs.
- Create, maintain, and update training materials, user guides, FAQs, system and support documentation.
- Serve as a reporting and query development expert on Finance subject matter. Create ad hoc queries and reports using PeopleSoft/ctcLink query and other business intelligence and data analysis tools.
- Ensure data accuracy and consistency by monitoring, auditing, and reconciling system data.
- Partner with internal stakeholders to identify and address system functional shortfalls, issues, concerns, and reporting needs and delivering actionable insights and recommendations to the management team.
- Work with budget, finance, and accounting staff and leadership to identify, develop, and implement reporting and data analysis in coordination to support more efficient and effective workflows and processes.
- Collaborate with the college's IT department, institutional research, human resources, student services, and other departments and teams to align system functionality with the changing financial policies and regulations landscape.
- Implement and monitor security protocols with the supervisor to protect sensitive financial information and ensure data security and compliance with relevant laws, regulations, and college policies and procedures.
- Ensure compliance with federal, state, and local regulatory standards, college policies and procedures, and best data handling and system access practices.
- Conduct regular reviews and contribute to risk assessment activities related to financial systems.
- Travel to participate in training sessions, workshops, seminars, and other related events.
- Perform other duties of a similar nature or level as assigned.
Required Education & Experience:
- Bachelor’s degree in Education, Business, Statistics, Computer Science or closely related field. Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.
- Minimum of two (2) years of experience in a technical and/or functional role providing business analysis and/or systems support for a college administrative information system and/or enterprise resource planning (ERP) or other complex information systems.
- Minimum of one (1) year of experience in a college or university in human resources, academic affairs, purchasing, payroll, accounting, finance, or curriculum management.
- Microsoft Office 365 Suite including Outlook, Teams, Excel, Word, PowerPoint, and SharePoint programs.
- Virtual meeting software such as MS Teams, Zoom, WebEx, GoTo Meeting, etc.
- ERP systems and financial reporting software, e.g., PeopleSoft, Banner, Oracle, Jenzabar, Workday, or similar.
- Systems and end-user need analysis.
- Structured Query Language, SQL or other coding languages.
- Advanced Excel methods like writing Macros, using VBA lookups, and other Excel BI tools, such as Tableau, and other applications/software.
- Project management and software change management and best practices.
- Regulations such as FERPA, GLBA, and other data security and privacy standards.

The College is currently providing services in a mixed modality of operations (both online and in-person services are offered). When on campus, this position will perform work in a standard office setting, use standard office equipment and physically attend meetings both on and off campus. Remote work options are also available. If authorized for online work, employees will need to provide their own workspace and internet access, noting the College will provide technical equipment and support for online work needs. This position may require working in evenings and on weekends as needed, as well as limited travel.
Terms Of Employment:
- This is a full-time administrative/exempt annually contracted position
- Initial salary placement determined by the College dependent upon education/experience.
- Hiring of this position is contingent upon available funding as determined by the College President.
