Position Overview:

The Adult Residential Facility (ARF) Administrator is responsible for overseeing the daily operations of a residential facility for adults, ensuring the well-being, safety, dignity, and care of all residents. The ARF Administrator complies with state and federal regulations and maintains high-quality care standards while fostering a positive and supportive living environment for residents. The ARF Administrator plays a key role in budgeting, employee development, program implementation, and facility maintenance. This role ensures operations and programming aligns with the GHC Mission Statement and Operating Philosophy.

Essential Functions and Responsibilities:

Administrative Functions

  • Direct all facility programs and operations in line with governing regulations, licensing requirements (e.g., DSS/CDSS Title 22, Community Care Licensing), and best practices for behavioral health.
  • Oversee policies and procedures aligned with the facility’s mission and trauma-informed, recovery-oriented care models.
  • Ensure all required documentation, reports, and notifications are completed accurately and timely.
  • Serve as liaison between residents, family members, employees, outside agencies, and governing bodies.
  • Represent the facility in all licensing, accreditation, and compliance inspections and ensure timely implementation of corrective actions.

Budgeting and Financial Management

  • Assist with management of the facility’s budget, including oversight of operational expenses and ensuring financial efficiency.
  • Monitor spending to ensure compliance with the budget and suggest cost-saving measures when necessary.

Personnel Functions

  • Recruit, hire, train, supervise, and evaluate direct care and administrative employees.
  • Ensure ongoing employee development in areas such as trauma-informed care, de-escalation, cultural competency, and medication protocols.
  • Ensure employees meet regulatory and licensing requirements, including background checks and mandatory training.

Resident Care and Program Oversight

  • Oversee the implementation of individualized service plans and ensure services are person-centered, culturally sensitive, and clinically appropriate.
  • Promote a therapeutic environment that fosters stability, dignity, and personal growth for adults with behavioral health needs.
  • Ensure the facility provides appropriate support for medication management, crisis intervention, and access to external clinical providers.

Compliance and Risk Management

  • Maintain compliance with licensing regulations (Title 22, CCR), county mental health requirements, and applicable Medi-Cal or third-party payer expectations.
  • Conduct regular audits for facility safety, and emergency preparedness.
  • Respond to incidents, grievances, and complaints in a timely and professional manner, ensuring documentation and corrective action.

Quality Improvement and Community Engagement

  • Implement performance improvement initiatives based on resident feedback, audit findings, and employee input.
  • Establish and maintain relationships with referring agencies, behavioral health partners, and the local community to support resident outcomes and facility sustainability.
  • Conduct outreach and public education efforts to promote awareness of the facility and behavioral health services offered.

Facility Management

  • Oversee daily operations of the facility, ensuring a clean, safe, and welcoming environment for residents.
  • Ensure compliance with local, state, and federal regulations regarding adult care and health services.
  • Coordinate the maintenance, repairs, and safety checks of the facility.
  • Implement emergency preparedness and response plans and ensure that staff are trained and ready to handle emergencies, including medical crises, evacuations, and other unforeseen situations.

Knowledge, Skills, and Abilities:

  • Knowledge of Title 22 (CDSS/DSS Community Care Facility), state and federal law regarding adult residential facilities, mandatory reporting, and resident rights.
  • Knowledge of crisis intervention strategies and the ability to manage mental health crises effectively.
  • Business acumen including knowledge of foundational financial principles, organizational operations, and market research.
  • Able to manage and provide redirection of potential behaviors of residents in a safe and effective manner.
  • Possesses superior interpersonal, human relations, and behavior management skills.
  • Strong leadership and interpersonal skills.
  • Possesses excellent oral, written, and presentation communication skills.
  • Proficient in crisis intervention and conflict resolution.
  • Build positive and effective relationships with facility teams, residents, and both internal and external stakeholders.
  • Create a collaborative and inclusive team environment.
  • Use business-related tools such as basic computing and Office365 or similar programs.
  • Work well under pressure, problem-solve, and meet deadlines.
  • Remain flexible and adapt to changing demands.
  • Communicate with residents, employees, customers, and vendors in a courteous and professional manner.
  • Maintain confidentiality and use good judgment.
  • Demonstrated commitment to professional growth and lifelong learning.

Education and Experience:

  • High School Diploma or equivalent is required.
  • Associate or bachelor’s degree in business administration, healthcare administration, social work, psychology, or related field preferred.
  • Adult Residential Facility (ARF) Administrator Certification required.
  • Minimum of 3 years of adult residential facility experience, with at least 1 years in a leadership or management role required.
  • Per Title 22 requirements, the administrator of a facility for fifty or more residents shall have graduated from high school, or possess a GED, and shall have one of the following prior to employment:
  • Completion, with a passing grade, of sixty college or continuing education semester or equivalent quarter units, six of which shall be in administration or staff relations.
  • Three years work experience in residential care, one year of which shall have been providing direct care to clients or assisting in facility administration.
  • Basic Life Support Certification required.
  • Experience working with adults with developmental disabilities and/or moderate to severe mental illness (ex. schizophrenia, bipolar disorder, etc.) strongly preferred.
  • This position requires the successful completion of a background check, pre-employment physical, and drug screening as part of the hiring process.
