Overview
The Sierra Lobo Rocket Technology and Engineering Services II (RTES II) contract provides advise and assist services (A&AS) at the Air Force Research Laboratory (AFRL) at Edwards AFB, California. AFRL conducts rocket propellant and rocket propulsion research, as well as developing associated test processes and facilities.
The Senior Facility Technical Advisor will provide expert engineering advisory services for a variety of Aerospace rocket engine and missile motor RDT&E facilities. These facility capabilities range from small to very large thrust, sea-level to vacuum environments, and both horizontal and vertical orientations. The expert advisory focus will include all supporting systems and components required to operate an engine/motor firing type test. Further, the area of activities for engineering analyses and advice will be for existing capability as well as any current or future modifications and upgrades. This position will also serve to mentor and train future Government employees in the full spectrum of facility builds/modifications, adaptations for specific tests as well as the conducting of actual RDT&E test firings.
The employee will participate in analysis of existing and future space-related systems through one or more of the following activities:
Project and Portfolio Engineering:
- Analyzes and designs test facilities projects while working with internal and external stakeholders at all levels to define technical requirements, design for services and hardware, oversee delivery of services, and measure and report on performance.
- Provides engineering technical support to project management for facilities projects, including developing technical plans and roadmaps for facilities improvements initiatives, coordinating with AFRL staff and contractor personnel to plan and execute work, and coordinating with other government agencies and Directorates.
- Mentors Project Engineers to develop strategic technical messaging.
Strategic Planning and Acquisition Strategy:
- Coordinates/develops technical strategic facilities plan, approaches, and messaging.
- Works with stakeholders at various levels to define organizational technical requirements and presenting facilities project engineering information to a variety of audiences.
- Develops and maintains effective working relationships with program stakeholders by continually anticipating and assessing their current and future engineering needs and amicably resolving competing or conflicting interests.
Sierra Lobo, offers customers a full range of professional and technical capabilities, including Test and Evaluation, Systems Engineering, and Advanced Technologies. We also develop products and processes related to Cryogenic Fluid and Thermal Management Systems, Densified Propellant Management Systems, and Prototype Extreme Pressure and Temperature Systems. Our customers include the Department of Defense (DoD), the U.S. Air Force, U.S. Navy, U.S. Army, Missile Defense Agency (MDA), and the National Aeronautics and Space Administration (NASA).
This position will be located at Edwards AFB, CA.

Qualifications
QUALIFICATIONS:
- 10 years senior engineering leadership experience.
- 15 years test facility engineering experience for large variety of Rocket and Missile RDT&E activities.
- Demonstrated experience with sea-level and vacuum test facility operations.
- Familiar with propulsion system research and development, including solid rocket motors, liquid engines, and in-space propulsion for test and evaluation.
- Ability to communicate professionally and effectively to senior leadership and internal and external stakeholders.
Education:
- A bachelor’s degree from an accredited university in a scientific discipline, preferably physics, aerospace, or engineering. Master’s degree preferred in either technical or management field.
- Extensive experience in the field of rocket propulsion research and development.
Preferred Qualifications:
- AFRL experience.
- Experience managing high-visibility Department of Defense projects.
Mandatory Conditions of Employment:
- Must be a US citizen.
- Selectee will be subject to a background investigation prior to onboarding.
- Selectee must obtain a DoD Secret security clearance. Should be willing to receive FRD/RD/CNWDI clearances.
