Job Description : PATIENT POPULATION :

The patient population served can be all patients, including geriatric, adult, adolescent, pediatric, and newborn. This also includes services which affect facility staff, physicians, visitors, vendors and the general public.

POSITION SUMMARY :

Under the general direction of the Director of Surgical Services and in collaboration with the Clinical Manager, the Business Operations Manager independently will develop, evaluate, and maintain creative, progressive, internal documentation and external reports to support the operational and strategic needs of the hospital. In addition, the

incumbent will work collaboratively with co-workers and members of other departments to investigate and respond by telephone or in writing to a variety of quality / financial / revenue issues. Responsible for developing, recommending, and implementing strategies for cost management and revenue maximization. Performs rigorous and systematic analysis of quality, revenue, and supply data; monitoring and analysis of clinical and non-clinical data; attend regularly scheduled meetings; design and implement data collection tools.

Collaborates with the Department Director to provide 24-hour, 7-day / week management oversight of the following departments : OR, Flexcare, PACU, Central Processing Department, Cardiac Cath Lab, Endoscopy and Ambulatory Surgical sites. Plans and replaces capital equipment within the division. Forecasts and adheres to the capital acquisition plan ensuring capital equipment is purchased within the timeline outlined by Finance.Will be responsible for ensuring the department and all individuals in the department achieve the vision and clinical, operational and financial needs of patients. Demonstrates the ability to obtain and interpret information in terms of the patient's needs. "

Must be able to work normal / scheduled working hours to include Holidays, call-backs, weeknights, weekends, and on-call. Agrees to participate, as directed, in emergencies and community disasters during scheduled and unscheduled hours. As a designated disaster service worker you are required to assist in times of need pursuant to the California Emergency Services Act.

To perform this job successfully, an individual should have evidence of leadership skills, successful interpersonal relations, and accepting increased responsibility in Supervision, Administration, and Education. Two (2) years healthcare business administration or operations required. Must be able to demonstrate management and leadership role with broad governance and supervision of direct reports for at least 2 years. Bachelors degree in healthcare administration, business administration, finance or a related field required.

Knowledge of medical terminology, spherically procedures. EMR reporting capabilities, Meditec preferred. Experience in data analysis and visualization methods preferred.

Effective oral and written communication skills are integral to the position.

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence if required. Ability to communicate, in both verbal and written form, complex technical information in understandable terms to management and end user personnel of Sierra View Medical Center. Excellent verbal communication skills required to deal with interpersonal situations in a professional manner. Ability to speak effectively before groups of customers or employees of Organization.

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages if required. Analytical skills.

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.

Ability to deal with problems involving several concrete variables in standardized situations. Demonstrated ability to be self-directed with excellent organization, analytical and problem-solving skills. This position makes judgments and takes reasonable action required to accomplish project objectives with minimal direct supervision.

Effective time management skills to permit working in a fast-paced, results-oriented environment. Orientation to detail. The position requires significant capacity to manage multiple competing objectives. To perform this job successfully, an individual should have basic computer skills with using an EMR and Microsoft Office Products such as Outlook, Excel, Word and PowerPoint"

Responsibilities and Essential Functions :

  • Indicates Essential Function
  • Is responsible for the planning, implementing, monitoring, evaluating, and documenting of Fiscal and Management duties pertinent to the department.
  • Without direct supervision, plans, organizes, schedules, controls and directs moderately complex projects, working with appropriate stakeholders to develop and achieve project objectives, deliverable schedules, system test and acceptance criteria and training and education.
  • Serves as a Operational Resource person for staff, new orientees and students during the shift.
  • b. Demonstrates knowledge of Hospital and departmental policies and procedures.

    c. Provides ongoing monitoring of audit reports, collaborating with other departments, facilitating the problem-solving process by proposing alternative solutions.

    d. Assists Department Director, as needed.

  • Coordinates staffing needs with the Director and / or the Staffing Coordinator / Nursing Supervisor.
  • Provide monthly reports : developing, recommending, and implementing strategies for cost management and revenue maximization.
  • Actively participates in achieving and maintaining department compliance with all state, federal and third party regulatory agency standards. Is accountable for maintaining your department at "Survey Ready" status at all times.
  • Demonstrates continuous improvement in measures specific to your department that benchmark the Organization's performance against national standards and results in maximum reimbursement to the Organization.
  • Assumes or supports Charge role and makes assignments as needed based on role, staff qualifications and available resources.
  • Demonstrates adaptability / flexibility in meeting unit needs.
  • a. Provides staffing support as requested by Director, i.e. scheduling flexibility, working extra shifts on short notice, low census days.

    b. Demonstrates ability / flexibility to assist in unusual operational situations, i.e. temporary reassignment.

    c. Promotes an atmosphere for open communication with respect for the individual.

    d. Accepts and supports changes in a proactive positive fashion.

    e. Interpersonal relationships demonstrate an understanding of personal responsibility to represent Nursing and Sierra View Medical Center in a courteous, helpful and productive manner.

    f. Participates in Quality Assurance activities and integrates findings into practice.

    g. Demonstrates sensitivity and awareness of patient's rights in handling confidential patient information.

  • Exemplifies professionalism and direct staff to follow and / or reference Hospital policies procedures .
  • 11 Models appropriate communication and assists other staff in the identification of appropriate communication channels and methods.

  • Payroll practices follow Human Resources policies and procedures.
  • Proactive disciplinary actions :
  • a. Collaborates with Department Directors regarding disciplinary actions.

    b. Delivers disciplinary actions as assigned by the Director.

    14 Performs or delegates routine observation and chart audits as assigned in collaboration with Director and Clinical Manager

    15 Ensures daily OR monitoring compliance with , i.e. room temps, crash and MH carts, sterilizer logs.

    SURGICAL SERVICES OPERATIONS MANAGER SPECIFIC DUTIES :

  • In absence of Charge Nurse, assumes responsibility of the scheduling board, assignments (including call coverage and assurance of daily charge entries.)
  • Collaborates with Director of Surgery, Clinical Manager and Materials Management in addressing physician requests for peri-operative supplies and equipment, maintaining fiscal awareness.
  • Collaborates with Director of Surgical Services and Clinical Manager in meetings with manufacturer vendors.
  • Ensures Central Processing Department (CPD) compliance, efficiencies and productivity in daily operations, including instrument processing, and emergency supplies and equipment processing and distribution.
  • Collaborates with Perioperative Educator to ensure staff education and competency on new peri-operative surgical instrumentation, equipment and technology before assignments.
  • Manage the day to day operations of perioperative supply chain including inventory management, quality control and value analysis ensuring there are appropriate supplies for surgical cases and adequate equipment in good working condition to meet the demand throughout the organization.
