Job Description:

PATIENT POPULATION:
The patient population served is all patients, including geriatric, adult, adolescent, pediatric, and newborn. This also includes services which affect facility staff, physicians, visitors, vendors and the general public.

POSITION SUMMARY:
Under the direction of the Chief Financial Officer, the Director of General Accounting/Controller is responsible and accountable for the ongoing and continued operations of general accounting, third-party reimbursement, accounts payable, and payroll. The Director of General Accounting/Controller must possess knowledge and skills regarding accounting principles and practice, and is responsible for protecting employee confidentiality.

LEADERSHIP RESPONSIBILITIES:
The participant integrates their department’s services with the Hospital’s primary functions and overall plan for care delivery and other departments. The participant develops and reviews annually house-wide and unit specific policies and where appropriate coordinate policies with other primary functions and/or departments. The participant achieves and documents desired staffing to patient ratios within targeted goals. The participant determines the qualifications and competence of department personnel who provide patient care services and who are not licensed independent practitioners. The participant is involved directly and/or supports subordinate participation in the Employee Performance and Improvement process as measured by active participation in Quality Council activities annually. Recommends capital equipment and physical space and resources appropriate to patient care needs and selects, orients, evaluates performance and competency of outside contractors and vendor services. Assumes 24-hour, seven day responsibility, authority and accountability for ensuring the department and all individuals in the department achieve the function’s mission and service expectations for delivering appropriate care of patients.

Must be able to work normal/scheduled working hours to include Holidays, call-backs, weeknights, weekends, and on-call. Agrees to participate, as directed, in emergencies and community disasters during scheduled and unscheduled hours. As a designated disaster service worker you are required to assist in times of need pursuant to the California Emergency Services Act.

EDUCATION/TRAINING/EXPERIENCE:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. A minimum of three (3) years of experience in General Accounting with two years in a managment capactity, is required. A Bachelor's degree in a related field is required, however Master's of Business (MBA) is preferred.

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence if required.

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages if required.

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

To perform this job successfully, an individual should be computer literate with extensive experience in general ledger, Excel and Word software applications.

LICENSURE/CERTIFICATIONS:
A national certification in a related field is preferred. CPA certification is preferred.

Responsibilities and Essential Functions:
  • Indicates Essential Function

1 * Responsible for the daily operations of the General Accounting Department, which includes overseeing the Accounting, Payroll, Accounts Payable and cash receipts functions.
2 * Works independently under the supervision of the Chief Financial Officer. Makes decisions according to established department and Hospital policies and procedures.
3 * Oversees and assists the monthly financial closing process, ensuring that it is performed in an efficient and timely manner. Prepares monthly financial statements and supporting schedules for the review of the Chief Financial Officer.
4 * Oversees and assists staff with the preparation of General Ledger Journal entries and other documents to ensure proper posting of Accounting transactions.
5 * Oversees, and assists staff in the reconciliation of balance sheet and selected income/expense accounts, and takes appropriate action for accuracy.
6 * Coordinates the hiring, evaluation, discipline and terminations of all employees within the General Accounting Department.
7 * Attends interdepartmental meetings and holds intra-departmental meetings to ensure continuous communication exists between all Hospital departments.
8 * Assists in the preparation of special and annual projects, including Medi-Care and Medi-Cal Cost Reporting and audits, the Hospital’s Financial audit, Worker’s Compensation audit, State Controller’s reporting, and OSHPD reporting.
9 * Undertakes various projects for the CEO and CFO as requested, including assisting in the preparation of the annual operating budget.
10 * Actively participates in achieving and maintaining department compliance with all state, federal and third party regulatory agency standards. Is accountable for maintaining your department at “Survey Ready” status at all times.
11 * Demonstrates continuous improvement in measures specific to your department that benchmark the Organization’s performance against national standards and result in maximum reimbursement to the Organization.
