Sigma, Inc is looking for Diversity and Inclusion Program Coordinator to work onsite with our team in East Boston, MA.
This is with Commonwealth of MA and Massachusetts Port Authority. Will be required to work onsite at 1 Harborside Drive.
Shift timings : M-F, in office-could be hybrid in the future.
Purpose :
Responsible for the administration, oversight, and implementation of Massport's Minority and Women Business Enterprise (M / WBE), Disadvantaged Business Enterprise (DBE) and other Diversity / Compliance Design / Professional Services Programs / Initiatives. Responsible for all aspects of M / WBE, DBE and / or other Diverse Group Program compliance for designated projects; including development, monitoring, and enforcement of annual and individual contract specific M / WBE & DBE participation. Advocacy and consultation with Capital Programs and other Massport Department staff regarding goal-setting, contract opportunities, compliance, oversight, enforcement and compilation of reports and data. Responsible for coordinating Massport M / WBE & DBE Programs and initiatives with third party partners (e.g., SDO, MassDOT, external stakeholders, etc.). Serves as an advisor and resource on M / WBE, DBE and other diversity / compliance matters for Massport Departments and staff, consultants, vendors, third-party partners, community and industry groups, and other stakeholders. Administers, monitors Massport's Real Estate diversity program commitments and initiatives.
I . ESSENTIAL TASKS OF THE JOB :
- A. Administers, monitors, and enforces M / WBE & DBE Program participation and compliance relating to Massport's non-federal and federal funded design / professional services and contracts.
1. Administers Massport's M / WBE & DBE program for contracts in accordance with Massport
goals and policies, and applicable federal regulatory requirements.2. Provides resources, assistance, and consultation for Capital Programs and other Departments'bidding, RFQ, and contract award processes regarding M / WBE & DBE opportunities andcompliance.3. Provides support, assistance, and recommendations for the development and approval of overallannual and individual goods and services contract-specific goals, based on statistical analyses ofavailability data, utilization trends, and other relevant factors consistent with Massport policiesand procedures, applicable federal regulations, and other relevant laws.4. Monitors, investigates, and reviews consultant (of any tier) efforts to achieve M / WBE & DBEProgram compliance in accordance with Massport policies, procedures, and requirements,including data compilation, document review and verification, interviews,site visits, payment verification, communications with stakeholders, and other appropriate actions.5. Compiles and verifies reports, documents, and data to support proper recordkeeping and internaland external reporting of the M / WBE & DBE Program activities and compliance.6. Conducts reviews and makes recommendations for enhancing, improving, and updatingMassport's M / WBE & DBE Program manuals, policies and procedures.7. Performs all functions required or necessary for the proper administration, monitoring,and enforcement of M / WBE & DBE Program participation for design / professional servicecontracts.B. Responsible for M / WBE & DBE Program contract management and oversight.1. Coordinates implementation of M / WBE & DBE initiatives for design / professional services with
appropriate Massport Departments and Legal Department staff.2. Updates and revises RFQs / RFPs, contract documents and agreements to reflect updates andenhanced M / WBE & DBE Program policies and procedures.3. Coordinates and communicates with Massport Department Managers and staff to analyze andevaluate contracts for recommendation of appropriate and achievable M / WBE & DBE goals.4. Provides support, guidance, information, and presentations to Massport Departments, and tooutside contracting business communities, regarding M / WBE & DBE opportunities andassociated Massport contract requirements.5. Participates and represents DE&I / Compliance on Designer Selection Panel (DSP) to ensure Massport'sM / WBE & DBE Program objectives are communicated and factored into the proposal evaluationprocess, as appropriate.6. Reviews, verifies, and recommends for approval M / WBE & DBE goal participation submittalsfor appropriate procurements and awards. Utilizes Commonwealth of Massachusetts SupplierDiversity Office contacts, as appropriate, for assistance in M / WBE & DBE certification reviews.7. Identifies, recommends, and implements M / WBE & DBE Program process improvements forMassport contracts on an on-going basis.8. When required, and upon investigation, makes recommendations regarding the enforcement ofM / WBE & DBE Program requirements. Communicates and cooperates with all interested partiesto ensure compliance, to resolve disputes, to enforce the pertinent contract provisions, or to takesuch other actions in support of the Massport's M / WBE & DBE Program, all in accordance withMassport policies, contract provisions, or pertinent regulations.9. Generates and creates reports documenting M / WBE & DBE compliance, monitoring andenforcement activities for recordkeeping, and for internal and external reporting purposes.C. Participation in minority and women business development programs and initiatives. Establishes and maintains contacts with community and industry groups.1. Makes appropriate referrals to design / professional service providers.
2. Designs and conducts informational and training seminars regarding Massport's M / WBE & DBEProgram, its policies and procedures, and communicates upcoming opportunities for prospectiveparticipants.3. Represents Massport at M / WBE & DBE consultant / contractor, business, or community meetings,seminars, and workshops.D. Administers and monitors Massport's Real Estate & Asset Management (RE&AM) diversity program commitments and initiatives.1. Compiles, assesses and verifies reports, documents, and data to support proper recordkeeping and
internal and external reporting of diversity / compliance commitments / initiatives.2. Leads and represents DE&I / Compliance at meetings.3. Assist Director, DE&I / Compliance and / or Compliance Manager with RFP needs; ensuringMassport's Diversity objectives are communicated and factored into the proposal evaluationprocess, as appropriate.4. Provides support, guidance, information, and presentations to REAM Department staff, and toexternal business communities / organizations, regarding opportunities and associated Massportcontract requirements.SECONDARY JOB TASKSA. Participates on other DE&I / Compliance project teams and performs other related duties as required
JOB REQUIREMENTS AND QUALIFICATIONS :
Bachelor's Degree or equivalent work experience is required.3 - 5 years' experience in advocating, promoting, monitoring and / or enforcing diversity / compliance programs. Other professional-related experience may be considered.Demonstrated thorough understanding of EEO / AA laws and executive orders, and Federal regulations.Ability to apply principles of quantitative analysis to develop program goals and measure and evaluateparticipation and other measures of program performance.Working knowledge of design, real estate or auditing practices and procedures.Excellent verbal, analytical, writing and collaboration skills.Working knowledge of word processing, spreadsheets, and data base applications.Ability to maintain confidentiality in all assignments.Ability to pass a Massport controlled substances test and security background checks.Massachusetts Class D Driver's License Preferred.Commitment to minority, women and other diverse group business development / workforce diversity programs.
