This position is instrumental in ensuring alignment with national security objectives and prioritizing security cooperation efforts with partner countries.
Key Responsibilities
- ASAE Strategy Development & Implementation:
- Support the development, coordination, and execution of comprehensive strategic plans for the ASAE, outlining short-term and long-term goals, objectives, and key performance indicators (KPIs).
- Foster strong working relationships with ASAE stakeholders, including Army HQDA G357, COCOMs, ASCCs, USASAC, TRADOC, and USACOE.
- Facilitate strategic planning sessions and working groups to gather input, build consensus, and ensure alignment on ASAE priorities.
- Security Cooperation Guidance and Direction:
- Develop and disseminate the Army Annual Security Assistance Guidance and Direction, Five-Year Planning Guidance, and input to annual planning and programming budget reviews-- all key documents informing strategic interactions with partner countries and prioritizing system deliveries.
- Ensure alignment of Army Security Cooperation efforts with Department of State (DOS), Department of Defense (DOD), and HQDA country and weapon systems strategic direction.
- Strategic Analysis & Prioritization:
- Conduct in-depth analysis of the security assistance landscape to identify emerging trends, opportunities, and potential challenges impacting the ASAE.
- Provide strategic country and weapon system/capability prioritization and advisory support to Army Security Cooperation stakeholders.
- Communication & Messaging:
- Develop compelling strategic messaging and communication materials that effectively articulate the ASAE's vision, goals, and progress to key stakeholders.
- Performance Monitoring & Evaluation:
- Establish and track metrics to measure the effectiveness of ASAE strategic initiatives and conduct regular reviews of strategic plans.
- Recommend data-driven adjustments to ASAE strategies based on performance, changing priorities, or emerging challenges.
- Other Duties:
- Support the development of presentations, reports, and other materials to communicate strategic plans and progress updates.
- Stay abreast of best practices and emerging trends in strategic planning within the security assistance and defense sectors.
- Perform other duties as assigned.
Required Qualifications:
- Bachelor's degree in a relevant field such as Business Administration, Public Policy, International Relations, National Security, or a related discipline.
- Ten years of progressively responsible experience in strategic planning, policy analysis, security assistance, or a related field within a military or government environment.
- Demonstrated experience leading and facilitating strategic planning processes, ideally within a complex interagency setting.
- Strong understanding of the Army Security Assistance Enterprise, its stakeholders, relevant legislation and authorities, and the broader security assistance landscape.
- Excellent communication (written and verbal), interpersonal, and presentation skills.
- Proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint, and ETMS2.
- Master's degree in a relevant field.
- Experience working in a military or defense-related organization, specifically with experience in security assistance or foreign military sales.
- Familiarity with strategic planning tools, methodologies, and performance management frameworks.
