We are seeking PPBE Budget Analysts to support our work with the OFR. These positions are contingent on contract award and work will be performed on a hybrid basis with onsite support split between the Pentagon (Arlington VA) and the Mark Center (Alexandria, VA). The Office for Force Resiliency (OFR), part of the Office of the Under Secretary of Defense for Personnel & Readiness (OUSD(P&R)), works to enhance the Department of Defense’s (DoD) climate, culture, and readiness while minimizing personnel risks. OFR’s mission centers on conducting technical research, developing policies, and evaluating programs focused on prevention and response to issues such as sexual assault, suicide, harassment, discrimination, domestic violence, and drug demand reduction. By fostering healthy organizational climates and reducing risks, OFR strives to build a resilient, prepared force through a transparent, collaborative, and evidence-driven approach to policy, program, and service development. The Budget Analyst will provide analysis and resource management support to OFR for the Defense Planning, Programming, Budgeting and Execution (PPBE) system process to include execution activities, data input, tracking, and reporting in various formats. In this role you will:
- Support and assist Government staff in developing inputs for budget execution reports and spend plans; and assessment reports, briefings, and related materials
- Close Unliquidated Obligations (ULOs) on prior program contracts.
- Enter data into the Dormant Account Review Quarterly (DAR Q) system
- Monitor DoD/Federal financial guidance, and ensure compliance. Key guidance includes DoD Financial Management Regulation (DODFMR), Joint Travel Regulation (JTR), Federal Acquisition Regulation (FAR), and DoDI 4000.19 support agreements
- Monitor the execution of appropriated funds to ensure funding is properly allocated, executed, and posted over various accounting systems
- Research and help reduce the Unliquidated Obligations (ULOs) year-round and during the Dormant Account Review-Quarterly (DAR-Q)
- Active Secret Clearance
- Bachelors degree in a relevant field
- Ability to commute to the Pentagon and Mark Center
- Experience supporting Office For Resiliency (OFR) or Department of Defense (DoD)
