This position supports the Bureau of Naval Personnel and MyNavyHR in the planning and programming of manpower and personnel (M&P) resources and budgeting for military personnel. The role involves records management using a document imaging production system, maintaining and correcting records, providing customer support, and analyzing systems for performance improvements or corrective actions.

Essential Role and Responsibilities
The Analyst I will support effective budget planning and financial execution, working closely with government personnel to ensure proper justification, analysis, and documentation of program requirements. Responsibilities include:
- Assist with budget planning, execution tracking, and funding analysis
- Develop impact and justification statements
- Draft issue/point papers, white papers, and ad hoc reports
- Prepare and review future-year financial program plans
- Provide program analysis and evaluation reports supporting Navy programming and budgeting
- Analyze financial data and program planning documentation
- Create reports, spreadsheets, and analyses for short- and long-term budget needs
- Collect and consolidate funding data to support meetings, offsites, and conferences
- Track and analyze obligation/expenditure data from contractors, government activities, and accounting systems
- Provide contract financial execution analysis
Qualifications
Education
Required: Bachelor’s degree in information technology, computer science, mathematics, statistics, business, engineering, or physical/applied science
Preferred: Master’s degree in a related field may be preferred at the task order level
Experience
Required: 10 years of general experience in one or more of the following areas:
- Complex problem solving
- Software and systems analysis
- Business process improvement
- Cybersecurity and information assurance
- Network/hardware installation and management
- Enterprise communications
- Systems administration
- Data standardization
Additional experience in the following areas is highly desirable:
- Data Analysis
- Statistical Analysis
- Financial Analysis
- Marketing and Public Affairs
- Experience with DoD or Navy budgeting processes (e.g., PPBE)
Certification
No specific certification required; however, DoD FM, PMP, or DAWIA certifications may be beneficial
