General Summary:
Perform skilled engineering and administrative maintenance duties relating to the design, cost estimation, and placement of outside plant (OSP) transport and distribution network facilities. Work with local government agencies, homeowners, and land developers on the design, permitting, easements, and installation of OSP facilities. Design and draft documentation for the expansion and maintenance of transport and distribution OSP facilities in accordance with Company standards, annual budgets, and Company strategic planning.
Essential Job Functions / Certifications:
· Engineer and draft work orders for main line construction and maintenance of aerial, buried, and underground outside plant transport and distribution cable systems and related electronic facilities in accordance with Federal RUS bulletins 1753F-150-153, NESC, NEC, and Company standards.
· Engineer and prepare documents for placement of fiber transport and distribution systems to include OLT equipment, splitters, hubs, duct, hand holes, ONTs and other OSP distribution facilities.
· Engineer and provide splicing documentation, distribution count, and cut-over sequencing methods for OSP construction and maintenance.
· Provide for last mile engineering, design, and production of work orders for the installation of outside plant facilities, customer premise equipment and related electronic facilities in accordance with Federal RUS bulletins 1753F-150-153, NESC, NEC, and Company standards.
· Meet with property owners to establish cable placement routes and draft easements for OSP construction to the premise.
· Engineer and draft building entrance and associated terminal cabling systems.
· Complete assignments of fiber optic strands, copper cable pairs, and digital loop carrier (DLC) equipment for Service Orders and Work Orders.
· Review completed work orders and inspect constructed OSP facilities for compliance with Company and RUS standards and applicable regulations.
· Maintain OSP facilities maps, documentation, and schematics in various databases.
· Prepare cost and route estimates for OSP capital budget planning, grant requirements and customer requests.
· Instigate, create, and acquire relevant and required easements, right-of-way and governmental permits for the placement of OSP facilities.
· Meet with land developers and administer Land Development Agreements (LDAs).
· Assist with the development of operational procedures regarding the design and installation of outside plant facilities, customer premise equipment, and related OSP electronics facilities and equipment.
· Maintain a competent knowledge of the software and tools used to develop work orders; i.e. NISC modules, NISC App Suite, CAD, ESRI, ARC GIS PRO, Excel, Field Maps, Trimble GPS, etc.
· Keep current on all Federal RUS borrower engineering requirements, NEC and NESC code requirements related to telecommunications OSP engineering.
· OSP construction cost estimates and work orders will be within 10% of actual cost.
· Maintain current knowledge of new OSP technologies and products including DLC carrier and CPE equipment.
· Maintain a detailed knowledge of company OSP networks, service territories, engineering, and construction standards.
· Be the face of Silver Star Communications, championing the company as a key player in the development of the local community.
· Other duties as assigned.
Minimum Education Requirements:
· Bachelor’s degree or 8 years of experience.
· Ability to hold a valid Wyoming or Idaho Driver's License.
Working Conditions:
Work generally will be accomplished in an office setting. Some travel may be required. Work hours are generally 20-40 hours per week depending on classification.
