About the role:
Simeon Global Consulting is actively hiring Public Assistance Specialists with deep knowledge of FEMA’s PA Program across emergency protective measures (Categories A–B) and permanent work (Categories C–G). You’ll be the client’s trusted advisor—providing expertise, managing recovery documentation, and supporting the full grant lifecycle for disaster recovery.
Whether supporting emergency operations centers or walking a debris site, you'll apply federal policy with real-world flexibility, balancing regulatory compliance with community need.
What you'll do
- Lead or support the development, review, and submission of FEMA PA project worksheets across Categories A–G.
- Conduct site inspections to assess damages to roads, bridges, utilities, water control facilities, and public buildings.
- Translate field findings into accurate scopes of work and defensible cost estimates that align with FEMA guidance.
- Interpret federal regulations, apply eligibility criteria, and help subrecipients navigate the PA process from kickoff to closeout.
- Support documentation of procurement compliance and cost reasonableness across vendor contracts and construction activities.
- Collaborate with engineers, grant administrators, and local government officials to ensure project success.
- Work within FEMA Grants Portal and/or other grant management platforms to track tasks, upload evidence, and resolve Requests for Information (RFIs).
- Flag risks, recommend corrections, and ensure all work aligns with federal, state, and local requirements.
- On-the-ground technical assistance and crisis housing solutions.
Qualifications
- 3–7 years of hands-on experience with FEMA PA, particularly with Categories C–G.
- Experience writing and reviewing Project Worksheets and Scopes of Work.
- Direct involvement in at least two federally declared disaster recovery missions.
- Proficiency in Grants Portal, EMMIE, or state-specific grant systems.
- Bachelor’s degree in Emergency Management, Civil Engineering, Construction Management, or a related field (or equivalent field experience).
- Familiarity with 2 CFR Part 200, procurement policy, and insurance coordination.
- Experience working in high-tempo settings like EOCs, Recovery Field Offices, or municipal departments.

- Must be at least 18 years old.
- Must be eligible to work in the United States.
- Must pass a background check upon offer of employment.
- Must be willing and able to travel to various work sites as needed.
- Must be willing and able to work long hours and adapt to changing environments.
