We are seeking a detail-oriented, proactive, and strategic Capture Proposal Manager, Mid-Level to join our Proposal Development Team. This role is responsible for managing capture efforts and supporting proposal development in response to Federal Government solicitations. The ideal candidate brings a balance of leadership, coordination, and technical writing skills to drive competitive, compliant, and compelling proposal submissions.
Key Responsibilities
Develop and manage capture strategies for targeted opportunities, identifying win themes, customer hot buttons, and competitive differentiators.
Engage in opportunity research, including leveraging GovWin IQ and SAM.gov, to support pipeline development and long-range planning.
Lead and coordinate assigned proposal efforts throughout the gate review process.
Draft, edit, and maintain proposal documents in accordance with RFP instructions and prime contractor guidelines.
Assist in the analysis of RFPs, RFIs, and other government solicitations to ensure full understanding of proposal requirements and compliance obligations.
Coordinate and compile subcontractor inputs, data calls, teaming partner contributions, and technical resources across distributed teams.
Serve as a key writer/editor on proposals, transforming content gathered from Subject Matter Experts (SMEs) into compliant, compelling, and clearly written proposal sections.
Maintain detailed proposal schedules and track milestones, ensuring timely and accurate submission of deliverables.
Manage proposal documentation, records, and collaboration platforms (e.g., SharePoint, Microsoft Teams) to ensure version control and knowledge sharing.
Support trade shows and external marketing events aligned with company growth goals.
Provide occasional coaching support for oral proposals and briefings.
Other responsibilities as assigned.
Minimum Qualifications & Education Requirements and Desired Skillsets
Bachelor's degree in Business Administration, Engineering, Acquisition, or a related field.
5-10 years of relevant experience, including 3-5 years in proposal coordination or capture management, preferably supporting Department of Defense (DoD) or federal clients.
Experience working with proposal development processes (Shipley or similar), and knowledge of GSA, FEDSIM, and subcontracting proposal practices.
Strong understanding of federal acquisition processes, government contracting requirements, and performance work statements (PWS).
Proficient in Microsoft Office Suite (Word, PowerPoint, Excel), SharePoint, and Microsoft Teams.
Experience with AI Proposal Writing Tools (Rogue).
Excellent writing, editing, organization, and interpersonal communication skills.
Ability to work flexible hours (evenings/weekends as needed) to meet critical proposal deadlines.
Exceptional attention to detail, time management, and ability to thrive in a deadline-driven environment.
U.S. Citizenship with Active Secret Security clearance and ability to maintain required clearance.
Physical Description
Employees in these roles will work in a typical office environment, utilizing standard office equipment such as computers, phones, printers, and video conferencing tools. Responsibilities include regular use of computer software, engaging with diverse personnel, participating in meetings, and contributing to team objectives by delivering timely outcomes and generating reports. Key duties involve effectively receiving and communicating information.
The role may allow for occasional telework and may require flexible shifts or hours to meet organizational needs and business demands. Periodic travel may also be necessary to support assigned tasks.
