Description

This position has the primary function of serving as the Section 1557 Coordinator for SIU medicine. The Section 1557 Coordinator is required by Section 1557 of the Patient Protection and Affordable Care Act and will perform tasks related to the requirements of that statute. The position will be the primary point of contact for employees, staff and patients for compliance with civil rights requirements for patients and for resolution of grievances related to discrimination against and/or violations of civil rights of patients.

Condition of Employment: Pursuant to the State Universities Civil Service System, an out-of-state resident who is hired into this position must establish Illinois residency within 180 calendar days of their start date.

Examples of Duties

I. Administration 100 %

  • Assists the Chief Compliance Officer and Chief Operating Officer with the development of SIU Medicine program to protect the civil rights of patients and to ensure compliance with the requirements of Section 1557 of the Affordable Care Act.
  • Directs the 1557 Program to ensure SIU is compliant with all aspects of the 1557 section of the affordable care act and the civil rights of our patients and responsible for day to day operations and workflow processes related to section 1557.
  • Receives, reviews and processes grievances filed under the developed grievance procedure for Section 1557 and allegations of discrimination against or violations of civil rights of patients.
  • Coordinates SIU Medicine’s recordkeeping requirements as required by Section 1557 and other applicable federal and local laws.
  • Coordinates effective implementation of SIU Medicine’s language access procedures as required by Section 1557.
  • Coordinates effective implementation of SIU Medicine’s effective communication procedures as required by Section 1557.
  • Coordinates effective implementation of SIU Medicine’s reasonable modification procedures as required by Section 1557.
  • Develops and coordinates training of employees on nondiscrimination policies, language access policies, grievance procedures and other required policies under Section 1557.
  • Manages all aspects of the language access program, including contractual relationships with vendors for interpreter services.
  • Develop and implement internal measures and reports to inform leadership of risks and progress of the civil rights programs.
  • Work with SIU Medicine leadership and operational stakeholders to remediate any systematic issues that are identified through the resolution of discrimination related grievances.
  • Develop, Implement and continually review and revise any policies and procedures surrounding the ADA, specifically focused on Section 1557.
  • Develops budgets and budgetary proposals related to the language access areas of SIU Medicine.
  • Directs staff by overseeing recruitment training and management of staff once the program develops and grows
  • Acts as the primary liaison to campus, agencies, administrators and university departments and represent the senior administrator regarding Section 1557 of the ACA on committees.
  • Researches and identifies potential grants or related funding sources through various means; develops and writes grant proposals on own authority or in conjunction with campus, agency administrative departments/processes; serves as primary liaison between external agencies and responsible units to ensure compliance with university/agency, federal, state, and sponsor regulations governing grants and contracts.
  • Other duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS

  • Bachelor’s Degree
  • 3 or more years of professional experience, at least 2 of which are in a healthcare setting
  • Experience in interpretation and application of federal and/or state laws.
  • Experience conducting investigations.
  • Sensitive to the needs of underrepresented minority populations.

Preferred Qualifications

  • Experience in the application of civil rights laws, including but not limited to Section 1557 of the Affordable Care Act and the Americans with Disabilities Act.
  • Advanced Degree (Master’s degree, JD, etc.)
  • Experience developing and delivering training.
