Description

This position administers the daily activities of the HIV/AIDS related grants within the Division of Infectious Diseases including working with health care and social service providers, developing and monitoring subcontracts, preparing annual budgets and work plans, supervising case managers and support staff, implementing systems to evaluate the quality of client services provided, and completing all financial and programmatic reports.


Examples of Duties

I. Administration 70%
A. Provides oversight for the administration of the Central Illinois HIV Care Connect as well as other HIV-related grants: the Office of Rehabilitation Services (ORS), AIDS Waiver Program, Care and Services in the United States (CAPUS) grant and the Housing Opportunities for Persons with AIDS (HOPWA) Program under the auspices of the grantors, the Illinois Department of Public Health and the Office of Rehabilitation Services.
B. Develop, implement and monitor contracts with appropriate medical and social service providers to provide essential HIV-related services to clients.
C. Prepare and submit annual budget and grant application and continue to monitor expenditures throughout the year preparing budget revisions and contract amendments as needed.
D. Provide technical assistance to subcontractors and local advisory board members.
E. Ensure that subcontractors are in compliance with applicable state and federal guidelines.
F. Complete and submit all financial and programmatic reports as required by State agencies.
G. Provide supervision to case managers and support staff to ensure compliance with State guidelines and policies.
H. Establish and implement systems to evaluate the quality of program services provided including the completion of annual client satisfaction services.
I. Establish and maintain contractual relationships with multiple service providers.
J. Conduct training for newly hired personnel and develop ongoing training modules for professional enrichment.
K. Develop and maintain a technical resource file on grant activities, including modification of program related forms.
L. Act as a resource person to health care professionals and members of the community who request information pertaining to services and benefits for HIV/AIDS patients.
M. Participate as a member of the state and local organizations related to HIV/AIDS issues.

II. Service 15%
A. Function as backup when case manager is not available.
B. Identify and seek the input of peer advocate and client representatives as directed by the grantor.
C. Function as the second level of appeal for client grievances.
D. Provide information/resources to the community and other interested parties regarding HIV/AIDS services.
E. Advocate for persons with HIV/AIDS on the local, state and federal levels.
III. Teaching 10%
A. Participate in informing health care and social services professionals regarding HIV/AIDS care and services.
B. Attend and participate in local, regional and national meetings pertaining to AIDS and Infectious Diseases issues.
C. Provide educational information to clinic patients and community resource personnel.
D. Assist in preparation of conferences presented by the Division of Infectious Diseases.

IV. Research 5%
A. Cooperate with physician faculty projects pertaining to HIV/AIDS issues by interpreting, evaluating and utilizing current research.
B. Investigate literature for general and specific references of interest to the research program.
C. Serve as contact with representatives of the companies involved with divisional research activities.

Qualifications

1. Bachelor’s Degree in Social Work or related area such as counseling, health education or psychology.
2. A total of three (3) years (36 months) in education, training and/or work experience in the practice of case management. (Note: Master’s Degree in an area consistent with the duties of the position may be substituted for one (1) year of work experience.)
