Job Description: The essential function of the Chief Deputy Clerk is to manage operations of the Office of the Clerk of the District Court of Appeal, under direction of the Clerk of Court. The Chief Deputy Clerk is responsible for supervising staff; managing fiscal, clerical, and administrative functions of the Office of the Clerk; overseeing case management and the electronic case
management system; responding to inquiries regarding the Court’s policies, procedures, and records; issuing and acting on orders at the direction of the Court; and preparing reports on behalf of the Office of the Clerk. The position involves independent analysis of complex legal or administrative issues and requires a high level of professionalism, responsibility, and initiative. Regular job duties may include, but are not limited to:
· managing cases, including screening new cases for jurisdictional issues or related cases, preparing and issuing orders, monitoring deadlines, and recommending other action as needed;
· periodically reviewing active cases and their dockets to ensure compliance with the Court's policies and appellate rules, preparing data reports;
· managing the intake of filings and records;
· responding to public records requests;
· monitoring compliance with confidentiality requirements;
· supervising deputy clerks and ensuring their compliance with policy, procedures, laws, and appellate rules;
· addressing questions or concerns from attorneys, pro se litigants, and other members of the public;
· assisting the Clerk in the operation and functionality of the Court's electronic case management, workflow, quality control, and records managements systems; and
· other duties as assigned by the Clerk.
The Chief Deputy Clerk works most often with the Clerk of Court, deputy clerks, staff attorneys in both the Office of the Clerk and Central Staff, judges, and other court personnel. The Chief Deputy Clerk reports to and works under the supervision of the Clerk of Court. The Chief Deputy Clerk is expected to be in the office 40 hours per week. The position requires light physical labor including bending and lifting.
EDUCATION AND EXPERIENCE: A bachelor’s degree in legal studies, management, administration or a closely related field, and four years of related experience is required. Additional relevant experience may substitute for the recommended educational level on a year-for-year basis. Experience in court administration and appellate practice is preferred. A juris doctor from an accredited law school and Florida Bar membership is preferred.
KNOWLEDGE AND SKILLS: Proficiency in Microsoft Windows, Microsoft Office, adobe Acrobat, and case management and maintenance systems is essential. The Chief Deputy Clerk must possess knowledge of the Florida Rules of Appellate Procedure. The Chief Deputy Clerk must be skilled in legal analysis, research, and writing. The Chief Deputy Clerk must be capable of learning and overseeing the operation of a complex electronic case management system. The Chief Deputy Clerk must be able to work efficiently and manage a high volume of work. The Chief Deputy Clerk must be able to communicate clearly and professionally with a wide variety of people, including other attorneys and non-practitioners. The Chief Deputy Clerk must be able to exercise discretion, maintain confidentiality and impartiality, and demonstrate professionalism in handling all matters before the Court and in interacting with court personnel and the public.
