Ensures compliance with county code, state laws, and federal requirements regarding county expenditures. Performs complex work with limited direction, including preparation of financial data for posting to the General Ledger and other fiscal records to reflect accurate accounting and distribution of expenses to appropriate accounts. Reconciles accounts and creates adjustments for irregularities. Responsible for preparing and maintaining Operations Division payroll data for posting to general ledger, which includes verifying timesheets for accuracy and compliance with union contract and county policies, coordinating changes with other departments and divisions, and producing payroll and other corresponding reports. Processes accounts payable for the Public Works Operations Division. Assists Operations Division with financial tracking, reporting, and analyzing of jobs and activities. Provides support to the Operations division for the procurement of goods and services. Responsible for preparing and tracking a variety of contracts, temporary easements, and Interlocal agreements for the Operations Division, in compliance with local, state and federal laws and regulations.- Salary upon hire is step 1 through 3 ($27.83 to $29.87 per hour) for a Accounting Technician II, dependent upon qualifications. - Progressive increases are based upon years of service with Skagit County, up to step 8 total steps (Accounting Tech II top step $35.46). Accounting Technician II is range 12 of salary schedule Public Works (AFSCME).

EXAMPLE OF DUTIES
Reconciles invoices with statements. Prepares vouchers for payment, checking for clerical and mathematical accuracy, and other applicable information in accordance with State regulations and compliance with county purchasing procedures. Codes invoices for project cost distribution. Audits invoices for accuracy and compliance with county code, state laws, and federal regulations. Reconciles invoices with delivery tickets and statements, verifying accuracy, and other applicable information in accordance with State regulations. Assures accurate recording of all expenditures to proper departmental accounts in accordance with BARS and County Procedures and ensures compliance with contract provisions; tracks vendor contracts for expenditures, invoicing and purchasing limits. Assists with activity and job costing for reimbursables and restitution income.Prepares and maintains various monthly, quarterly, and annual financial reports, and worksheets to keep management informed of the financial condition of the division. Performs research and analysis projects.Prepares and maintains payroll data for posting to the general ledger and preparation of payroll including changes of status, deductions, new hires, and terminations. Coordinates with the Public Works Accounting Division Payroll Technician, Auditor’s office, and Human Resources to ensure accurate and timely payroll processing.Verifies time tickets and crew cards, coordinates payroll changes with the Public Works Accounting division and Human Resources and other departments as needed. Produces payroll and other corresponding reports. Assists with the Operations Division hiring process by scheduling interviews and putting together application materials for interview panels.Maintains accounting procedures for the Operations Administrative Division, as approved by applicable management. Assigns new job numbers and assists in tracking the expenses of Operations jobs and activities.Responds to inquiries from other divisions, departments, and organizations, and provides information within scope of knowledge or refers to appropriate source. Coordinates with State Auditor, as directed by supervisor, during annual audit of financial records.Assist Road District supervisors with guidance in purchasing goods and services following State and County purchasing policies.Assists Operations division employees with use of financial system and county procedures regarding accounts payable and use of purchase card. Provides payroll and accounts payable information to district supervisors and road maintenance crews when needed.Prepares a variety of contracts including but not limited to contract amendments, interlocal agreements, vendor services agreements and temporary easements for Operations division and reviews for compliance with local, state, and federal laws, regulations, procedures, and contractual terms. Assists Supervisors with purchasing and procurement as needed. Tracks all vendor contracts for expenditures, invoicing, and purchasing limits.Acts as a backup to staff assistant by answering phones, assisting customers and related duties when needed. Provides and maintains an enthusiastic atmosphere of customer service. Processes Service Requests following county procedures.SUPERVISORY: None.OTHER JOB FUNCTIONS: Performs clerical duties, including typing, copying, and file maintenance, or other accounting duties as assigned.Provides support during flood events and emergencies as assigned.Works on special projects as assigned.Performs other related accounting functions as may be assigned and developed.May be tasked with performing related duties. Related duties as required are duties that may not be specifically listed in the position description but are within the general occupational series and responsibility level typically associated with the employee's classification of work.
