Job Summary

Responsible for planning and implementing projects throughout the enterprise, including but not limited to Technical, Infrastructure, Epic implementation and optimization projects. The position will provide planning for program and project management; aligning the skills and resources to achieve the objective; will monitor, manage and control the implementation process. The position is responsible for communication with enterprise care providers and customers; providing solutions to meet the needs of the organization, addressing concerns, solving challenges to operational efficiency during or as a result of project implementation. This position will work to mitigate conflict and encourage timely, accurate and complete communication by and between all stakeholders. This position exercises considerable independent judgment in order to select the appropriate course of action. The person in this position will coordinate and lead the project or program team(s) for the duration of the project; from project initiation through close-out and turnover to production support; to include budgeting, forecasting, resource planning, organizing, scheduling, facilitation, decision making, risk management, communication, tracking and consulting.

Essential Functions
Plans and executes implementation of large projects throughout the enterprise. Develops project charters, scope and approach, requirements, cost estimates, resource requirements, work plans, time schedules, communication plans, and makes assignments to meet project or program objectives. Establishes the project priorities, monitors and adjusts as warranted. Serves as the liaison between end users, technical implementation staff, the vendor(s), and management. Provides input to Resource Managers on project team member performance through the review of completed work assignments, work techniques, and adherence to Service Standards and Universal Attributes. Works closely with other project managers, and Information Services analysts to coordinate activities. Helps identify end user training and development needs prior to project implementation and ensures adequate end user training opportunities. Develops Project Charter documents and coordinates sign-off by project sponsor. Assists department resources in maintaining a service based organization in support and promotion of the Service Standards. Responsible for tracking and managing all aspects of project planning activities and execution. Assists department leadership with department administrative activities including planning, budgeting, organizing, and prioritizing of projects and resources. Monitors and measures service delivery in keeping with organizational service delivery goals. Prepares and presents project status reports to stakeholders and governance group. Responsible for the management of actual time tracking data and integration with the annual plan for periodic reporting. Promotes the use of automation as a tool to enhance patient care, and improve operational performance. Ensures that the business community is engaged in the project. Complies with all Skagit Regional Health (SRH) policies and procedures. Performs other duties as assigned.

Education
Bachelor's degree in Business, Finance, Computer Science, Information Systems, or other related discipline strongly preferred; or equivalent knowledge and skills obtained through a combination of education, training and experience.

Experience/Training
Minimum of six years project management in a clinical, revenue cycle or technical system with multiple cross-functional team members preferred. Demonstrated successful management of enterprise-wide IS system(s) in a healthcare environment highly preferred. Ability to mitigate conflict, and communicate effectively with clinicians, and IS professionals in a collaborative and positive manner highly preferred. Prefer experience with large scale technology implementation development. Experience implementing Epic systems preferred. Experience working with LAN/WAN, Networking, Information Security, Data Center/Facilities and Windows Servers is beneficial.

License/Certifications
Project Management Institute (PMI), Lean Six Sigma, or Total Quality Management (TQM) certification preferred.

Ability to lead others and to communicate the importance of the project to stakeholders. Understands principles of change management and user adoption. Ability to consistently demonstrate positive communication style, strong critical thinking skills and a creative and collaborative approach to problem solving required. Approach problems constructively by focusing on how to move the project forward. Ability to organize resources within the organization, and match organizational needs to system functionality.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to sit for long periods of time; when working in office. Repetitive tasks such as typing, sitting, answering phones, and interacting with computers and computer systems most of the day is a function of the position. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to focus. This position requires working in an indoor, environmentally controlled environment when in the office.Skagit Regional Health offers a comprehensive benefit package including medical, dental, vision, 457b/401a (retirement), long term disability, and paid time off to all employees holding an FTE of 20 or more hours per week. Eligible employees also receive sick time pay.
