As the Benefits Coordinator (Human Resource Consultant 2) , you will play a vital role in supporting the college's faculty and staff-who are central to delivering our student-centered education. You'll collaborate closely with HR Managers to manage employee health and retirement benefits, ensuring that all employees have access to the support they need. In this role, you will be responsible for determining employee eligibility, maintaining benefits data in systems like ctcLink and the Health Care Authority Benefits 24 / 7 portal, and providing expert consultation on benefits-related matters. Your day-to-day will involve high-volume, deadline-driven tasks, resolving discrepancies, and offering top-notch customer service through various communication channels.
The Benefits Coordinator position requires exceptional interpersonal skills, an extraordinary attention to detail and accuracy, a sense of urgency, strong organizational and time management skills, critical thinking aptitude, and excellent communication competency with employees, supervisors, management, and HR and payroll staff. Success in this position requires a customer service focused approach; technical and specialized knowledge of the laws, rules and policies related to state employee insurance and retirement benefits; human resource and payroll information systems, and various office and software programs used to manage tasks and information, such as calendars, Microsoft Excel, and other productivity software.
This is a full-time, classified position, working primarily on the Mount Vernon campus.
Duties and Responsibilities
Benefit Eligibility Management & Consultation :
- Determine employee eligibility for health and retirement benefits by interpreting laws and policies and notify employees promptly;
- Provide consultations on health, life, disability insurance, and retirement benefits;
- Track and maintain employee health and retirement benefits, ensure enrollment forms are accurate, and complete all necessary data entry in ctcLink and Benefits 24 / 7;
- Assist employees with deadlines and provide employees with necessary resources;
- Create training and user guides for Benefits 24 / 7 when needed;
- Track and make benefit eligibility determinations for part-time and associate faculty based on teaching loads and hours worked;
- Work with payroll to resolve benefit discrepancies and correct premiums or contributions as needed;
- Determine shared benefits and costs with other institutions, ensuring proper billing and eligibility;
- Coordinate transfer of benefits with other state agencies when applicable;
- Reconcile monthly reports and payments from Health Care Authority (HCA) and Department of Retirement Systems (DRS) with payroll;
- Counsel retiring employees and provide retirement benefit information to the State Board for Community and Technical Colleges (SBCTC) when necessary;
- Advise employees on early withdrawals and other fund actions with TIAA;
- Assist employees with IRS limits for 457(b), 403(b), and Health Savings Accounts;
- Manage the VEBA program, including eligibility, enrollment, and sick leave payout for retirees;
- Gain proficiency of the Washington State Public Employees Benefit Board program (PEBB), the DRS plans and systems, and the State Board Retirement Plan and State Board Voluntary Investment Program;
- Research and analyze new rules or laws affecting employee benefits;
- Consult with HR management on unique or complex benefit issues and potential liabilities;
- Interpret and apply laws, policies, and collective bargaining agreements to initiate actions;
- Understand civil service rules and represented employee agreements;
- Maintain confidentiality of all employee-related information;
- Ensure compliance with procedures and deadlines.
