The Opportunity :

As the Benefits Coordinator (Human Resource Consultant 2) , you will play a vital role in supporting the college's faculty and staff-who are central to delivering our student-centered education. You'll collaborate closely with HR Managers to manage employee health and retirement benefits, ensuring that all employees have access to the support they need. In this role, you will be responsible for determining employee eligibility, maintaining benefits data in systems like ctcLink and the Health Care Authority Benefits 24 / 7 portal, and providing expert consultation on benefits-related matters. Your day-to-day will involve high-volume, deadline-driven tasks, resolving discrepancies, and offering top-notch customer service through various communication channels.

The Benefits Coordinator position requires exceptional interpersonal skills, an extraordinary attention to detail and accuracy, a sense of urgency, strong organizational and time management skills, critical thinking aptitude, and excellent communication competency with employees, supervisors, management, and HR and payroll staff. Success in this position requires a customer service focused approach; technical and specialized knowledge of the laws, rules and policies related to state employee insurance and retirement benefits; human resource and payroll information systems, and various office and software programs used to manage tasks and information, such as calendars, Microsoft Excel, and other productivity software.

This is a full-time, classified position, working primarily on the Mount Vernon campus.

Duties and Responsibilities

Benefit Eligibility Management & Consultation :

  • Determine employee eligibility for health and retirement benefits by interpreting laws and policies and notify employees promptly;
  • Provide consultations on health, life, disability insurance, and retirement benefits;
  • Track and maintain employee health and retirement benefits, ensure enrollment forms are accurate, and complete all necessary data entry in ctcLink and Benefits 24 / 7;
  • Assist employees with deadlines and provide employees with necessary resources;
  • Create training and user guides for Benefits 24 / 7 when needed;
  • Track and make benefit eligibility determinations for part-time and associate faculty based on teaching loads and hours worked;
  • Work with payroll to resolve benefit discrepancies and correct premiums or contributions as needed;
  • Determine shared benefits and costs with other institutions, ensuring proper billing and eligibility;
  • Coordinate transfer of benefits with other state agencies when applicable;
  • Reconcile monthly reports and payments from Health Care Authority (HCA) and Department of Retirement Systems (DRS) with payroll;
  • Counsel retiring employees and provide retirement benefit information to the State Board for Community and Technical Colleges (SBCTC) when necessary;
  • Advise employees on early withdrawals and other fund actions with TIAA;
  • Assist employees with IRS limits for 457(b), 403(b), and Health Savings Accounts;
  • Manage the VEBA program, including eligibility, enrollment, and sick leave payout for retirees;
  • Gain proficiency of the Washington State Public Employees Benefit Board program (PEBB), the DRS plans and systems, and the State Board Retirement Plan and State Board Voluntary Investment Program;
  • Research and analyze new rules or laws affecting employee benefits;
  • Consult with HR management on unique or complex benefit issues and potential liabilities;
  • Interpret and apply laws, policies, and collective bargaining agreements to initiate actions;
  • Understand civil service rules and represented employee agreements;
  • Maintain confidentiality of all employee-related information;
  • Ensure compliance with procedures and deadlines.

Communications :

  • Manage the annual open enrollment process, updating employees about benefits and costs;
  • Prepare or forward promotional materials regarding HCA, DRS, and SBCTC programs;
  • Raise awareness about the Employee Assistance Program;
  • Prepare and distribute general health and retirement benefit-related correspondence;
  • Serve as the primary contact for payroll on benefit-related questions;
  • Serve as the employer contact with state agencies like the HCA, DRS, the State Board Retirement Plan, TIAA, and other benefit providers.
  • Audits, Processing, and Reporting :

  • Retrieve semi-monthly reports to complete timely data entry for the applicable payroll;
  • Run semi-monthly processes for each pay period and ensure quarterly updates are entered into ctcLink timely;
  • Respond to Requests for Information regarding health and retirement benefits;
  • Run data verification queries and make corrections as necessary.
  • Record Keeping :

  • Maintain employee benefit records according to state retention guidelines.
  • HR Department Support :

  • Develop solutions to improve the efficiency and customer service of HR and Payroll benefit services;
  • Greet walk-in employees, managers, and visitors when no front desk is available.
  • Knowledge, Skills, and Abilities :

    Knowledge or understanding of :

  • Federal and State employment laws and regulations;
  • Human resource management practices and procedures, including employment, compensation, leave, benefits, and reporting practices in a public sector environment;
  • HRIS, related databases, and related reporting;
  • Collective bargaining contract provisions;
  • Business and office technology.
  • Skilled in :

  • Computer use for communication, data entry, spreadsheets, correspondence, and report creation;
  • Productivity software or systems for task and time management;
  • Microsoft Excel, and be able to create, maintain, track, calculate, and analyze information; and utilize formulas and functions such VLOOKUP, IF, SUM, CONCATENATE; and use pivot tables;
  • Microsoft Word, and be able to create, revise, and maintain correspondence, forms, templates, and documentation, and use mail merge functionality;
  • Microsoft Outlook, and be able to compose and send emails, and manage calendars.
  • Ability to :

  • Qualifications

    Minimum Qualifications :

  • Two (2) years of professional level human resources, benefit administration, or closely related experience;
  • Strong technological and data management skills attained by extensive experience with data processing, payroll processing, spreadsheet management, or similar data management work with information systems.
  • Desired Qualifications :

  • Human resource experience in a higher education or government setting;
  • PeopleSoft (preferably ctcLink), Benefits 24 / 7, and / or PPMS or HRMS experience;
  • Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR), or Society for Human Resource Management certification (SHRM-CP / SCP);
  • Knowledge of human resource office practices and procedures, state and federal employment rules and laws, and provisions of negotiated agreements;
  • Knowledge of the programs, policies, and procedures of the Public Employees Benefit Board and Department of Retirement Systems;
  • Prior experience preparing and disseminating internal and external communications;
  • Prior work experience requiring policy, procedure or practice interpretation and analysis;
  • Experience working in a union environment.

    Salary and Benefits :

  • Salary is based on Range 53, Step A, $4,740 per month with periodic increments to $6,227 per month. Salary placement is typically made at the starting salary for the range. Placement higher in the range may be considered for qualifications and experience. Salary and benefits are subject to change in accordance with legislative mandates and collective bargaining agreements.
  • This position is eligible for overtime pay in accordance with the Fair Labor Standards Act.
