Position Summary

The Opportunity: Reporting to the Director of Information Technology, the ctcLink Business Functional Analyst – Finance provides functional, technical, and business analysis roles for the ongoing support of the ctcLink (PeopleSoft) administrative systems.

Business Functional Analyst – Finance serves as a technical resource to the Business Office division and acts as a liaison between the ctcLink support team and college staff. The incumbent must be proficient in the PeopleSoft Finance modules and work as a liaison among department staff and process stakeholders to elicit, analyze, communicate, prioritize, clarify, validate, and document requirements for changes to business processes and information systems in support of department and college objectives. The ctcLink Business Functional Analyst will collaborate with staff, Pillar Leads and subject matter experts (SMEs) to develop query and reporting solutions within the ctcLink PeopleSoft system. These positions are expected to provide a project and organizational change management role within and between departments and provide training/job aids and knowledge transfer to department staff where required.

Duties and Responsibilities

Process Stakeholder Liaison

  • Work closely with local stakeholders and SBCTC resources in support of ctcLink PeopleSoft modules, creating SBCTC helpdesk tickets for stakeholders where necessary;
  • Assist stakeholders and SBCTC staff in gathering required information for issue resolution;
  • Act as a liaison with other college departments and divisions to support various activities such as ctcLink user meetings, SME meetings, SME process interviews and ctcLink training;
  • Work closely with IT to develop and implement security/access strategies, processes, and solutions as well as database and data analysis solutions and tools. Document security requests for auditing;
  • Perform separation of duties audits, working with stakeholders to ensure compliance or document exceptions to prepare for audits;
  • Work closely with Pillar leads and IT Department to develop and implement security/access strategies and solutions as well as database and data analysis solutions and tools.
Pillar Support
  • Provide PeopleSoft system and functional configurations within the Finance module and work closely with SBCTC support analysts for issue escalation and resolution as required;
  • Identify issues within ctcLink and provide recommendations and resolution;
  • Coordinate with department managers and staff to identify needs, changes, testing, and training of system implementation and upgrades;
  • Lead college review and testing of ctcLink PeopleSoft updates, including working with end users on new functionality, and determine the effect on current systems and business processes;
  • Coordinate with department managers and staff to identify needs, changes, testing, and training of system implementation and upgrades;
  • Support ctcLink Finance system functions, including (but not limited to) Grants, General Ledger, Accounts Receivable, Accounts Payable, Budgeting, Purchasing;
  • Create ad hoc queries and reports, and train users to run queries, using PeopleSoft Query and other Business intelligence and data analysis tools;
  • Manage and maintain AWE workflows.
Business Process Improvements
  • Participate in Common Process Workshops for ctcLink (PeopleSoft) Finance systems, including (but not limited to) Purchasing, Travel and Expense, and Budgeting, as a functional technical lead;
  • Provide Organizational Change Management (OCM) functions and work closely with the college’s IT Team to promote continuous improvement and business process analysis within Business Office divisions;
  • Identify areas for improvement in local ctcLink processes, working with stakeholders to correct processes with repeating or consistent errors;
  • Assist with the improvement of specific Finance pillar functions, including (but not limited to) Purchasing, Accounts Payable, Accounts Receivable, and Travel and Expense;
  • Develop collaborative solutions for processes not aligned with PeopleSoft;
  • Research projects as needed.

Qualifications

Minimum Qualifications

  • Associate's degree in Information Technology, Information Management, or related field;
OR Two (2) years of experience in a technical and functional role providing business analysis and systems support for an administrative information system and/or Enterprise Resource Planning or other complex information system.
  • Extensive knowledge of or expertise attained by experience or support in any of the following: Accounts Payable, Accounts Receivable, Expenses, and Travel.
Preferred Qualifications
  • Bachelor's degree or higher in IT or Process Management field;
  • Functional leadership or Subject Matter Expert experience in PeopleSoft’s Finance modules, including Hyperion and/or PeopleSoft Query;

  • Experience in providing organizational change management and business processes improvement solutions and tools.

  • Experience in supporting PeopleSoft's Finance Modules and Workflow Engine;

  • Certification(s) in Project Management, Change Management, ITIL, Lean and/or Business Process Reengineering, or other directly applicable areas;

  • Knowledge of PeopleSoft data and data mapping and assessment for third-party systems;

  • PeopleSoft security knowledge/experience.

Salary and Benefits:

  • Annual salary rate for this twelve-month, 100% full-time position is $80,000 - $90,000 annually depending on experience;
  • Contracts are written annually for the period of July 1 to June 30. This position will be filled as soon as practical after a candidate is identified and the salary will be pro-rated for the remaining contract period.
  • This position is exempt from civil service. This position is eligible for overtime.
