Skills of Central PA is currently seeking a Full Time Program Specialist to work in our Vocational Training facility for individuals with intellectual and/or developmental disabilities in State College, Pa. The shift for this position will be Monday through Friday 8am-4pm, with some flexibility required. Within the established guidelines of the PA Department of Public Welfare; Chapter 2390 regulations, along with state and federal laws, the Program Specialist will provide case management and guidance in meeting the daily needs of the people Skill's supports who are participating in the industrial work center. The Program Specialist will assist with the daily flow of the industrial work center and assists and consults with the individuals’ everyday needs while respecting, understanding, and encouraging their rights. The Program Specialist also provides preliminary orientation, monitors and arranges training for the people utilizing Skills Vocational Training program.

Requirements
MINIMUM QUALIFICATIONS
Education:
Master’s degree from an accredited college in a human services field*.
OR
Bachelor’s degree from an accredited college in a human services field* with related experience.
OR
Associate’s degree from an accredited college or university in a human services field* with related experience.
OR
License or Certification by the State Board of Nurse Examiners, the State Board of Physical Therapists Examiners, or the Committee on Rehabilitation Counselor Certification or be a licensed psychologist or registered occupational therapist with related experience.
*Human services fields include, but are not limited to: Anthropology, Art/Dance Therapy, Child Development/Family Relations, Community Mental Health, Chemical Dependence Administration, Counseling/Guidance, Criminal Justice, Divinity/Religion/Theology, Drama Therapy, Education, Gerontology, Health Administration, Health Education, Music Therapy, Nursing/Medicine, Nutrition, Occupational Therapy, Pastoral Counseling, Physical Therapy, Psychology, Recreational Therapy, Rehabilitation Counseling, Social Work, Sociology, Special Education, Speech Pathology, Vocational Counseling.
Experience:
Bachelor’s Degree – One year working directly with disabled persons.
Associate degree – Three years working directly with disabled persons.
License or Certification – One year working directly with disabled persons.

- Ability to learn and apply concepts of Everyday Lives, Person Centered Approaches, and applicable regulations.
- Other applicable requirements in accordance with human services regulations, including but not limited to First Aid and CPR certification (within six months of hire) and other required training and annual training requirements per job category.
- Strong ethical conduct and professional demeanor.

- Ability to manage multiple tasks and prioritize actions required to quickly resolve issues, maintain high levels of productivity, and to plan, coordinate, and lead projects.
